Research On The Liability Insurance For Oil Pollution Damage By Offshore Drilling Platforms In Our Country

Drilling platform is the core of the offshore oil industry. With the increasing of offshore operation risk, the threat of oil spill also increases. Much attention has been paid to the problem of oil pollution damage compensation. Based on the status of the insurance for offshore drilling platforms, this paper attempts to research the problem of liability insurance for oil pollution damage by offshore drilling platforms in our country and propose the establishment of the system of compulsory liability insurance for oil pollution damage by offshore drilling platforms in our country.Besides preface and conclusion, this dissertation is divided into3chapters as following:Chapter1sketches out the elementary knowledge and the status of the insurance for offshore drilling platforms in China. Firstly, the controversy of "if Offshore Drilling Platformis a vessel or not" will be put forward, and status of the insurance for offshore drilling platforms in China will be introduced. Then further research will be done to the problem of liability insurance for oil pollution damage by offshore drilling platforms in China.The second chapter puts forward the advice of establishing the system of compulsory liability insurance for oil pollution damage by offshore drilling platforms in our country, and tries to establish it.The third chapter studies the interaction between the system of compulsory liability insurance for oil pollution damage by offshore drilling platforms and other systems, including the traditional civil compensation system, the oil pollution compensation fund system and the limitation of liability for oil maritime.
