The Research Of Online Mass Incidents Under Social Governance

In2014, according to CNNIC, it is reported by China Internet development statistics for the33rd times that until the end of December,2013, the number of Chinese Internet users reached618million and the Internet penetration rate is45.8%. At the same time, the scale of mobile Internet users reached500million. With the popularity of the Internet, as a new form of mass incidents, online mass incidents which are based on the virtual space spread quickly. In recent years, the increase of the number of Internet users and the growth of awareness of democracy make online mass incidents on the brink of outbreak.Based on the perspective of social governance, using scientific research methods of sociology, the author of this thesis analyzes the characteristics and influences of online mass incidents, the reasons of its formation, finds out the representative case, researches the mode of its existence and its development process. By doing these, the author finally puts forward relative control measures on the prevention of the online mass incidents. This is conducive to building a harmonious network environment and to promote the process of our social development.Under the existing system of our country, online mass incident is a double-edged sword. On the one hand, the internet provides a more convenient way of communication in improving the democratic consciousness of the masses. The emergence of online mass incidents can be also a huge test on the government’s credibility and ability to deal with emergency; On the other hand, our country is still under the top-down management, online mass incidents is embodied in democracy, in the form of a supplement. Thus, in the certain degree, it can supervise the government and be advantageous to our country on the process of democracy. At present, the development of the network of our country is more backward than developed countries. And the online mass incident is also a kind of new form, so the research of online mass incidents remains at an early stage in our country, the theoretical foundation is relatively weak and the measures are insufficient. Supported by the theory of sociology, communication studies, combined with the existing research both at home and abroad, this paper studies the concept, characteristics, and influences of the online mass incidents of our country. Based on the current social background, economic and political factors, the author researches the cause of mass incidents and mode of its generation, selects some typical events and discusses on the development of its process. And finally, the author puts forward some countermeasures and suggestions for the prevention and control of online mass incidents.The constant occurrence of online mass incidents have received widespread attention from all sectors of society in our country, such as Guo Meimei incident,"my father is Li gang" incident, Hubei Shishou event and so on. Due to the rise of the network platform, these original single social events have become online mass incidents which attract millions of people’s attention. And the formation of online mass incidents is a very complex process. There is no doubt that the process is combined with the intensification of the reality contradictions, the impediment of appeal channels, the lag between governance of network society and the reality demand, the concealing of government information and other social problems from all walks of life. These problems together make governance of the government more difficult. However, the most important questions which are deserved to think are that what kind of impact does it have on the society and what kind of development does it have? These are the problems for me to further to study in this article. The prevention and governance of online mass incidents are not only the task of the government, but also the unity of the people from all walks of life, and the combination of online and offline power. Only doing this can basically solve the problem of online mass incidents. We should strengthen the education of the masses before the online mass incidents happen. Furthermore, the government should satisfy the interests of the masses in order to fundamentally reduce the time of occurrence. We should minimize the damage of the event with the efforts of comprehensive power of the whole society after the incidents happen. And after the incidents, relevant departments must summarize and reflect on the incident. By doing so, the online mass incidents can be truly controlled and reduced.
