Research On Capability Of Grassroots Governments To Governance Mass Incidents

With the coming of global risk society, social uncertainties mount up. What's more, China's reform and opening-up is changing from the "universal benefit period" to the "interest adjustment period". Many social contradictions are highlighted at this stage. Mass incidents represent "frequent", "multiple" and other characteristics in current China. In view of most mass incidents occurred at the grass-roots community, mass incidents and governance capacities of the grass-roots level governments apparently have strong correlativity. Therefore, this study selected "capacities of governments at the grassroots levels to governance mass incidents" as the subject. The article includes five parts:The first part is the Introduction. The author first puts forward the issues, then, introduces the purpose and significance of the study, as well as research methods, etc. The relevant domestic and foreign researches have been sorted in the end of this part.Part Two: Based on the existing academic definitions, the author defines some basal and main conceptions, such as mass incidents, grass-roots governments, governmental capacities, the capacities of governments at grassroots level. Then the type, characteristics, causes, functions as well as the structure of the governmental capacities are expatiated. After this, the author points out that the governments at the grassroots levels are at a stage to accept the domination from governments of higher levels, and also in the face of the growing demands of the people, however, they wish to safeguard their own interests. So they are in a "three-pronged" puzzledom. However, there is a "descending law" of governmental capacities by the descending of governmental level. Finally, the relativity between capacities of the grassroots level governments and mass incidents had been discussed.The third part carries out a comprehensive analysis to capacities of grassroots governments to governance mass incidents, and finds that the capacities are feeble in the mass. First of all, the institutional capacity is deficient. It has mainly three aspects, namely, a lack of supply system, a system of social integration, as a result, lack of system resilience. They respectively have three performances, that are the vacuum system, rigid segmentation and "institutional slow". Secondly, the functional governance capacities are analyzed from the perspective of governance procedure. There are five deficiencies, that is, the capacity of coordinate governance, the capacity to control over popular sentiments and public opinions, the emergency response capacity, the on-site disposal capacity and the public relations management capacity are entirely inadequate. Finally, the decision-making capacity and mental capacity of some grassroots leaders' are deficient.Part Four: Analyzing the reasons to capacities deficiency of governments at the grassroots levels to governance mass incidents. There are the reasons: the governance objects are coming more and more complex go with social transformation, which enhance governance difficulty; the disadvantages of current "pressure-type system"; the governmental functions are disordered; the legitimacy of governments at grassroots levels is badly declined; the dissimilation of handling public power; the shortage of public resources; the competence of some civil servants are not god and other factors.Part V: After bringing forward the overall objectives to advance capabilities of grass-roots governments to governance mass incidents, the author expatiates the internal and external dynamic mechanism to enhance the governance capabilities, and proposed a "top and bottom jointed, inside and outside co-operated" capacity enhance mode. That means the grass-roots governments should make a linkage mechanism with the higher-level governments and seek cooperation with the social governance powers, so that the overall capability to governance mass incidents can be effectively enhanced. At last, the author dissertate the supporting mechanisms construction by the visual angles of legal system, the grassroots Democratic Self-Governance System, political cultural, social mobility mechanism, social security system and administrative accountability system.The main innovation of this article may be reflected in the subject and research perspective. The previous academic studies hardly focus on governance capacities of grass-roots governments when dealing with the subject of mass incidents. This article probes into the connection between governmental level and governmental capacities, and designs the "top and bottom jointed, inside and outside co-operated" capacity enhance mode. Some contents of this study, like above-mentioned, may have more or less innovative value. I hope this study will accelerate and deepen the research in the field of mass incidents governance.
