| From planned economy to market economy, allocation of human resources in China has undergone a fundamental change. The flow of talent relies on the market mechanism of free allocation but not the unified distribution. With the emergence of human resources market, management system and regulations promulgated. In1994, the Organization Department of CPC Central Committee and the Ministry of Personnel jointly issued the "opinions of speeding up the cultivation and development of China’s talent market". In1996, the Ministry of Personnel also promulgated the "Interim Provisions of talent market management". In addition, the local talent market legislation also followed the pace of the central, regulations of the talent market and the labor market management have been enacted.Human resources market is an important place for our human resources allocation. Researching how to standardize the management of the human resource market and ensure the reasonable flow of human resources, is of great significance to the development of China’s economy and society. The study of this paper is management specification of the human resource market from legal perspective.Researching existing laws and documents about the management of human resource market is an important aspect of this study. This paper tries best to collect the central and local policies and regulations of human resources market management. By analyzing these files, we provide macro guidance to legal system construction of human resources market in Anhui province.In order to better understand the current situation of the development of human resource market of Anhui Province, this study conducted a survey and visit of intermediary service agencies, job seekers and the relevant regulatory authorities in Anhui human resources market, obtaining the first-hand investigation information, and summing up the problems of human resource market development in Anhui Province. On this basis, we give out suggestions of legislation construction. |
