Regarding the reform and opening up along with our country city in rapid growth, the pension problem of rural population has gradually appeared. To solve the pension problem of the rural elderly population has become an important responsibility of the people’s governments at various levels of the society. Under this background of this paper, it actively explores the rural endowment mechanism model, transforming from pure economic endowment to comprehensive cultural endowment. The research on the system of rural culture in new period is not only provided theoretical basis for the practical and effective for the present state, but also maintained social stability in the process of accelerating the urbanization.The concept of this paper has an in-depth study of the present stage of our country, and the rural pension system in the rural pension policy difficulties, culture and how to build the new pension system of new rural culture. In the introduction part of this paper mainly explains the origin, theoretical and practical significance, the research situation of the problem of rural cultural endowment, and also to explain the difficulties and innovation, research ideas and development issues. There are three parts are included in the content of this paper. The first part is the main analysis of related concepts as the theory boundary of this study. This article holds that the "cultural endowment" is a kind of pension, which can reflect the traditional culture and Contemporary Humanistic care. The second part, which is from the point of actual situation of the country, is the objective set of pension system in rural china. Analysis of rural old-age system in China is carried out in each different period from the early years of reform and opening up, since2000, during several stages.
