Reserch On The Causes Of Profit-seek Petitions And The Coutemeasures

As a political system, petition system plays an irreplaceable role in the maintenance of social stability, understanding people, and promoting the democratic process and power supervision. With the accelerating pace of China’s reform and the adjustment of the interests, petition system reveals a new situation and forms. It shows a tendency of increasing complexity, even some prtitioners regard profit as the main goal. Meanwhile, the emergence of profit-seek petitions brought great social negative energy, posed some impact to the government especially the government credibility and buried a unstable factor for social stability. The petition forms one disaster after another. The study of profit-seek petitions will not only help better understanding problems appeared in the process of reform, but also reflect related social problems in the process of reform in China.In the introduction, combining the profit-seek petition of county C in recent three years, this paper analyed the reasons and countermeasure. Through the relevant research at home and abroad,I open my research ideas. Use the dates and instants from county C, this paper classfied profit-seek petition,summarizes its characteristics and form, and drawn adverse effects of social existence. Since the process of social development status of citizens’ rights and interests of expression, fair process, a sense of social reform, public legal awareness and legal awareness, the causes are anlysed from the aspects of civil rights and interests, social fairness in the process of the reform, people’s legal awareness and legal awareness, the relationship between local government and the government at a higher level in our country, and all sorts of huimin policy implementation.
