Reform Of The Problems With This Stage Of China's Petition System

Letters and petitions system is the general term for rules of conduct about activities on the petition. In our country where contradictions of interests are in sharp, The petition system is facing unprecedented challenges. The problems of petition system are also increasingly prominent, becoming more and more the obstacles to the functioning of the petition offices even the social stability, and increasing the impact of the government authority. Therefore, it is of great significance with the background of the transformation of China petition system and discussing the reform under the new situation that dredging the social contradiction, maintaining the social stability and building a harmonious society.This thesis defines the concepts of the petition and the petition system first, and describes the development history of the petitions system. On this basis,starting from the perspective of public management, the second chapter analyses the problems of current petitions system in-depth, in particular in:institutions complexity, position vague, the program missing, poor access, the questions of the assessment, the accountability and the training, as well as the problems of the supporting mechanism. Under the existing problem, the academic community engaged in a fierce debate about the existence or waste of the system. From the view of the writer, the petition system has the reasonable of its existence, even the the necessity and the significance of the reform. There are petition models in our country having a certain influence. The last chapter takes appropriate countermeasures resolve the problem of the petition system and the relevant supporting mechanisms, including integration the institution, clearing the positioning, standard the procedures, accessing the channels, reforming and improving the mechanisms of the evaluation, the accountability and the training. Finally, we should improve the supporting mechanisms construction about improving administrative relief system, increasing citizen participation, coming on "petition method" as soon as possible, improving the judicial remedy mechanism.
