That means to target human’s full scale development, and let the fruits of reform and development benefit all people. The special care and placement recipients, as a special group, make a special contribution for national independence, people liberation and socialist modernization drive. Therefore, they should get more social respect and concern. They should be privileged to enjoy the fruits of reform and development.so to speak, special care and placement work is included in further implement the scientific concept of development. To do this job, it is necessary to analyze the service management requirements of the special care and placement recipients. This study takes14kinds of the special care and placement recipients as research object. This study try to in-depth analysis the main service management requirements of the special care and placement recipients. and discuss the main problems existing in special care and placement work. The goal of this study is innovating the system and mechanism of the special care and placement, and improve service quality and management level.The empirical results show as follows:From the respect of maintaining the rights and interests, there are serious petition problems, policy awareness is not high and the channel of interest expression is not opened up, and their requirement include:to increase the standards for financial aid, expecting the subsidies’s standard can superpose each other, to improve the security level, the channel of interest expression to open access and strengthening policy advocacy. From the respect of life care, there are many empty nester, and older objects has a lot of difficulties in daily life. Therefore, older objects need constant care in their daily life. From the respect of spiritual consolation, the special care and placement recipients lack the cultural life, and they didn’t have enough spiritual solace. Their spiritual comfort requirements include social care and holiday cheer, and so on. From the respect of achieving distinction, part of this object lack of sense of honor, and the atmosphere of support the army and give preferential treatment needs to be improved. Their requirements include:to make courtesy card and promote good events, and so on. It is necessary to innovate the system and mechanism of the special care and placement if the service management requirements of all types of the the special care and placement recipients to be satisfied. These innovations include:To distinguish the object characteristics and capitalize on the trend; To integrate resources and act according to circumstances;To expand way of thinking and exert a multi-pronged approach;To innovate work and expand the channel; To introduce social work and put to good use professional advantage.
