The grass-roots civil servants are the direct perpetrators as a national grassroots public goods and public services, their enthusiasm play a direct impact on grassroots organizations to achieve the above functions, a series of principles and policies effects. However, due to reasons such as lack of effectiveness "Forever Work System","Iron Rice Bowl" of professional characteristics and incentives, leading to widespread lack of public service motivation deviation phenomenon is particularly prominent in grassroots public officers. In this paper, the survey data based on the grass-roots civil servants from Wuhan Jianghan District Local Taxation Bureau, with empirical studies and theoretical research methods, we researched deep the grass-roots civil servants public service motivation in order to provide intellectual support for improving the grass-roots civil servants public service motivation.Total full text is divided into six parts.The first part is an introduction. It introduced the public service motivation research of the grass-roots civil servants research background, research methods and innovations, research significance and purpose. In research methods, this paper uses survey method, theoretical analysis and comparative analysis of the Combination mode.The second part is a review of public service motivation research and measurement tools. Analysis the concepts and three measurement approaches of public service motivation.The third part introduces the sample selection and the descriptive analysis of the sample. In selecting the sample, the paper investigated a sample from Wuhan Jianghan District Local Taxation, and investigated public officers from the division level, deputy department level, family level and Clerks and other staff in the unit. In the descriptive analysis of samples given the characteristics of the distribution of survey forms, including age, gender, political affiliation, education, monthly income and other administrative levels.The fourth part is the analysis of the survey results, obtained the current situation and existing problems of public service motivation in the grass-roots civil servants by analyzing. According to the questionnaire in the basic amount of public service motivation, we analysis the current situation of public service motivation in grass-roots civil servants from the attractiveness of participation in policy-making, recognition of the public interest, compassion and self-sacrifice. The Grass-roots civil servants of public service motivation problems are, the lack of social responsibility, the grass-roots civil servants trap, grassroots public service awareness weak public officials and grass-roots civil servants involved in public policy issues such as superficial.The fifth part is the primary reason for the existence problem of public service motivation of the grass-roots civil servants. These include:the grass-roots civil servants assessment and incentive system is not perfect, grassroots civil oversight mechanisms are inadequate and its service quality is not high, and the grass-roots civil servants in making public policy is not standardized.The sixth part enhanced the grass-roots civil servants public service motivation policy recommendations. These include:the establishment of a reasonable performance appraisal the grass-roots civil servants, strengthen grass-roots public awareness and public service personnel comprehensive primary public servants training system.The innovation of this paper is:the paper made better and more grass-roots public civil servants serving motivation theory in line with China’s national conditions, and public service motivation grass-roots civil servants empirical measurements, pointed out the existence of public service motivation and current deficiencies inadequate in the grass-roots civil servants and proposed to enhance the basic level public officials in public service motivation has a strong theoretical guidance.The disadvantage is:there are some limitations in the sample selection, the theory needs to be strengthened, such as depth, the grass-roots civil servants in public service policy recommendations need to be further improved.
