| Grass-roots civil servants play an important role in the country’s political life.As the executor of the state’s will and the provider of public services,the level of its public service motivation is directly related to the exercise and role of daily powers.The research on the motivation of public servants at the grass-roots level has become an important direction for scholars at home and abroad.The methods and methods of improving the motivation of public servants at the grass-roots level have been explored from many different perspectives.Administrative ethics,as an integral part of civil servants’ behavioral norms,is an important means to strengthen,restrict and control their ideology,morals and behaviors.It has certain positive effects on improving the ideological and moral qualities of grass-roots civil servants,strengthening the spirit of public service and actively performing administrative duties.Possessing rich traditional administrative ethics resources,from this perspective,it provides good conditions for improving the motivation of public servants at the grassroots level.Based on this,this article from the perspective of administrative ethics and combined with empirical investigations,explores the problems and performance of the grass-roots civil servants’ public service motivation,and proposes targeted policy recommendations.The thesis mainly discusses from six parts:Part Ⅰ: Introduction.This part mainly includes five aspects,including the origin of the research and the significance of the topic,the current status of research at home and abroad,research ideas and methods,and the innovation points and shortcomings of the research.The analysis and discussion in the following paragraphs make a good preparation.Part Ⅱ: Definition of concepts and theoretical basis.This section mainly defines the core concepts of grass-roots civil servants,public service motivation and administrative ethics,and gives a more detailed introduction to the theoretical basis of writing,including the new public service theory,and organizational behavior theory.And administrative ethics theory.Part Ⅲ: Classification of motivation of public servants at the grassroots level.This paper mainly introduces the three major categories of public service motivation of civil servants,namely,standard motivation,rational motivation and perceptual motivation,and then further analyzes the specific performance of these three categories of motivation.Part Ⅳ: The role and influence of administrative ethics on the motivation of public servants at the grassroots level.This part includes two aspects: first,the main administrative ethics thoughts in China,based on the summary of ancient administrative ethics thoughts in China,combined with the current situation in our country,conduct a detailed analysis from five aspects;The role and impact of grass-roots civil servants ’public service motivation,based on the full use of administrative ethics,analyzes the specific manifestations of the impact of administrative ethics on grass-roots civil servants’ public service motivation from three aspects.Part Ⅴ: Empirical investigation and analysis of public service motivation of grass-roots civil servants.This section takes a local tax bureau of Jingmen City,Hubei Province as the survey object,and uses a questionnaire survey to understand the current status of local public servants’ motivation for public services,and conducts an integrated analysis of the survey results.Part Ⅵ: conclusions and recommendations of the study.By analyzing the results of the empirical investigation,the problems of public service motivation of grass-roots civil servants are found,and the ethical reasons for the problems are analyzed from the perspective of administrative ethics.Finally,administrative ethical suggestions for improving the public service motivations of grass-roots civil servants are proposed. |
