Public Service Motivation is a kind of inner psychological activities and driving force,which encourage individuals to serve the public and generate the desire of the public interests.At present, our country is in the period of construction of people’s satisfaction of service oriented government, it requires civil servants to provide better public goods and public service to the public.As the chief component of national staff,grass-roots civil servants play a crucial role in the provision of public goods and public service.The public service motivation of civil servants directly affects the functions of the government.Therefore,in the realistic background of building a service-oriented government,the study of grass-roots civil servants’ public service motivation become an important topic.The whole paper counts as the theory of public service motivation and related literature,adopts empirical research method,selects part of Nanle grass-roots civil servants in Henan province as the research object,and describes the present situation of grass-roots civil servants’ public service motivation by the form of questionnaire survey and data analysis. The study found that the problems existing in the grass-roots civil servants’ public service motivation, mainly in the public service motivation with utilitarianism, the passiveness and the diversity.Then,this paper analyzes the causes of the above problems from the individual, administrative organization and social level.Such as the“rooted official mentality”,lack of social responsibility, the weakness of public service motivation, the incomplete incentive mechanism,the formal training,the absence of administrative organization culture of serving the people,diversified social values,lack of social support,etc.Finally,this paper puts forward countermeasures of improving grass-roots civil servants’ public service motivation,including Improving the quality of grass-roots civil servants,promoting initiatives of public service motivation,weakening utilitarianism of public service motivation.
