With the rapid development of the market economy in China, the Chinese society is experiencing huge changes and has entered a stage of quick transformation and reform. Meanwhile, the reform and opening has brought with it all sorts of thoughts and theories about social management from Western countries, which has raised great concern among the educational circle. In the past decade, the Central Government has intensively made a series of arrangement and deployment about how to strengthen socialist construction and how to innovate social management, thus providing space and direction for the local government practice innovation with principles and directions.Given this background, the thesis has selected the practice of the social management system innovation in T city in Jiangsu Province---"interaction between the government and the community" as a case, attempting to, through empirical research, restore to the original state the contradictory state between the local government and the self-governing organization of villagers or residents which appears in the process of innovation, to state and analyze the major factors that contribute to the lack of motivation and enthusiasm for the social management system innovation of both sides. From the perspective of the local government, for a long time the pressure of accomplishing the various tasks from the government of higher levels, the restriction of transferring its own responsibility, the inability to balance justice and efficiency in practical work affect the motivation of the local government to participate in the social management innovation. From the perspective of he self-governing organization of villagers or residents, the doubt whether the mighty government could reform itself, the peripherization crisis that might happen to itself, the dominant factors like the performance appraisal, which affects the benefits of self-governing work and its employees, the salaries and welfare benefits, the fund limits, the recessive factors such as social networking, information resources and working convenience hinder the enthusiasm of the self-governing, organizations to organize and respond to the social management innovation.The thesis assumes that the social management system innovation of the local government should be carried out by the guide of the Central Government administration when facing realistic problems in the process of local development. Under the present circumstance, because the top-down management systems haven’t yet been changed, the local government is facing a dilemma of "more peddling less selling". These systems include the development tasks of economy theory and the development oriented system, the mobilization system of ununified administrative and financial powers, sports management system and so on. To remove system of bondage, we must give the self-governing organization of villagers or residents independent development rights, protection of resource mobilization, and perfect the relevant supporting system.
