The report of the18th National Congress pointed out that "we should speed up the formation of social management system with party committee leadership, government responsibility, social support and public participation, the rule of law guarantee". The third Plenary Session of the18th Central Committee also mentioned "the innovation of the social management system". It is thus clear that the innovation of social management is the important strategic decision in the construction of our socialist country in the new period. County-level government,as the junction of administrative system in China, serves as a link between the past and future, the basis of social management innovation and the key to the healthy development of the various social undertakings.The management and service quality of county-level government directly relates to our people’s immediate interests. It also affects the process of modernization of social management system and management ability. Under the impact of the economic transition and social transformation, the social management system of our county-level governments, which is difficult to effectively meet the needs of the county territory economic society coordinated development, are confronted with many challenges, such as the interest structure adjustment, the social structure changes, the aggravation of social contradictions and risks. So the need for change and innovation of the social management system of our county-level governments is a must. So obviously, It is significant both practically and theoretically to study the problem of county-level government social management system innovation.Taking the Decisions on the major issues of comprehensively deepen reform by the Central Committee of the Communist Party of China as the fundamental principle which was passed at the18th National People’s Congress and the Third Plenary Session of the18th Central Committee, the holistic governance theory as the analysis tool, this thesis mainly uses the methods of literature analysis, normative analysis, case analysis and comparative analysis to carry on a system and in-depth analysis and exploration about the historical evolution of the county-level government social management system in our country,"fragmentation" phenomenon,"fragmentation" generation mechanism and integrity innovation strategy etc, and put forward some original ideas.Apart from the introduction and the tail, the logical structure of this thesis includes five main parts, namely chapter five.Chapter one:the study of theoretical tools:interpretation of holistic governance theory. Based on narrating the background of holistic governance theory, this chapter focused on narrating the significance of holistic governance theory and its compatibility with the county-level government’s social management system innovation research. This thesis supposes that holistic governance theory focus on the main problems for "fragmented" and "difficult", its internal logic is the holism and system orientation; The implementation strategies of holistic governance includes two sides:one is to determine goals in the four processes of policy implementation "input-transformation-output-result"; The other side is to finish a three-dimensional consolidation which including hierarchy integration, function integration and integration between the public and private sectors. This chapter also believes that integrity management theory in researching the problem of county-level government’s social management system innovation has both applicability and effectiveness. In other words, The theory is suitable for researching "fragmentation" problems existed in the function, power and responsibility of our country-level government’s social management institution innovation. And it is helpful for following the orientation of holism and system and constructing the effective policy strategies in solving the "fragmentation" problems of the county-level government social management system.Chapter two:the historical evolution and fragmentization of the county-level government social management system in our country. This chapter puts forward that the evolution of county-level government social management system in our country has experienced the "four stages" after the founding of the people’s republic of China. It has three basic features, namely from the single management subject to the multiplex management subject, the control management concept to the service one, the regulation management form to governance one. Also, it suggest that our country-level government social management system fragmentation at present has five characteristics: the first is the function fragmentation:unclear orientation of the county-level government’s social management; the second is accrual fragmentation:the unified right of responsibility and the property and the overlapped department functions; The third is collaboration fragmentation:the failure of "government-society" cooperation governance; The fourth is the fragmentation of public policy: each lacerate link of the policy system; The fifth is resource allocation fragmentation:The "discriminatory" policy in the management of society. It discusses the influences on the county-level government social management caused by this "fragmentation phenomenons", such as the lagging response to our people’s demand, low effect of social contradictions "relief valve", low level of social management, waste of resources, fearing the reform difficulties, etc;Chapter three:Generation mechanism of fragmentary in county government social management system. In this chapter, we think the generation of fragmentary in county government social management system can be due to many causes, among which there are four main reasons:(1) Environmental factors, such as the pressure from diversity of social demand, a large amount of social contradictions emerge, community awareness is weak, tremendous impact comes from information network etcetera, all of these bring many thorny problems to social management.(2) Cognitive factors, for instance, the lack of overall thinking of social managers, shortage of impartiality rules, inadequate of creativity, these all lead to deficiency of adaptability in social management concepts.(3) Institutional factors, like hierarchical administrative system, tax-sharing fiscal system, Urban-rural dual structure of household registration system and so on, which bring about unexpected results to the operation of social management system.(4) behavioral factors,"profit-seeking" behavior and "responsibility-avoid" behavior generate failure of social management system.Chapter four:the experience and enlightenment of foreign local government social management practice. This chapter proposes that UK, USA, Japan, Singapore and other developed countries attache great importance to the reform and construction of local government social management and have formed a distinctive management experience. For example, UK implements relatively conservative social management policy, the United States takes the traditional practice of less-intervention in social management, Japan society management reflects the blending of tradition and modern influenced by east Asian culture circle, Singapore’s basic level social management requires efficient, clean, etc. The advanced experience of developed countries has many inspirations to our country’s county government social management, such as people-oriented, pay attention to the livelihood of the people, transform function, improve service, rich the supply ways of public service, realize the diversification of service, etc.Chapter five:strategy research on the county-level government’s social management system innovation in integrity. In order to solve operational difficulties of the county government’s social management system "fragmentation" and achieve the goal of integrity management, firstly, we must set up scientific concept, namely taking fairness and justice as the macro purport, collaboration integration as the microcosmic guidance. Under the guidance of this concept, we should implement the following strategy of the "eight as an integral whole" strategies:(1) Transforming government function:promoting the construction of a service-oriented government widely;(2) Reengineering organizational structure:creating a integrated system of social management institution;(3) Promoting synergy governance:establish a multi-center pattern of social governance;(4) Improving the decision-making mechanism:improving the quality of public policy;(5) Optimizing the fiscal system: enhance the power of property of the county-level government;(6) Deepening the reform of household registration system:breaking the urban and rural management system;(7) Improving performance evaluation mechanism:guiding cadres to shift work style;(8) Introducing new management tool:increasing the social management efficiency of our government.This thesis’ four innovations:(1) the innovation of the research topic. We have learned that the current domestic academia about "county government social management system innovation" is quite rare by searching the network literature. However, this research topic has vital practical and theory significance to our country which is focusing on promoting the modernization of national management system and management ability. Undoubtedly, it is innovative and targeted to take this topic as the study topic.(2) The innovation of analysis tools. This thesis takes holistic governance theory as the analysis tool which contains The essence of holism and system orientation to review and analyze China’s county-level government social management system "fragmentation" in such aspects as function, power and responsibility, collaboration, which is very rare in the domestic academic circles and has its new value.(3)The innovation of the academic point of view. The author carried on a academic dig in a prudent attitude.He supposes that county-level government’s social management system having five "fragmentation" running characteristics (such as functional fragmentation) and four kinds of "fragmentation" run generated mechanism (such as environmental factors, etc.).
