With the further development of economic and political system reform,China’s democratic construction at the grass-roots level,as the foundation of the socialism democracy,has formed the grass-roots mass self-government system with rural villagers’ committee, urban residential committees and enterprises and institutions of workers congress so that democratic rights of people in all walks can be implemented directly.While summarizing experience, we can easily find the basic logic of chinese democratic construction at the grass-roots level from the bottom to the top in the past30years.Up to nowadays, Chinese people’s democratic consciousness was enhanced and democratic requirement became more diversified,China’s democratic construction at the grass-roots level set an even higher demand, it is difficult to fullfill for the mode of democratic construction at the grass-roots level from the top to the bottom.China’s democratic construction at the grass-roots level faces unprecedented challenges, need the guidance of scientific theory,and draw lessons from the successful experience of democratic construction.Paris commune was the first proletarian regime in the human history, which carried out such democratic measures as the universal suffrage, supervision system and the abolition of salary system in only72days, popular with about200,000people. It provided a valuable heritage for the construction of socialist democratic politics construction later. In the process of China socialist democratic politics construction, how to understand the democratic experience and contemporary value of Paris commune is also a problem to research and discuss.This paper is divided into6chapters:The first chapter shows the background, theoretical significance and application value, and puts forward the research emphases, creative points of dissertation and research methods etc..In the2nd chapter, the basic experience and practice of the Paris commune in the grass-roots democracy is introduced. And the democratic principle, the democratic system and democratic security are discussed.The third chapter shows the self-examination on the democratic practice of the Paris commune. Attention are paid to the reasons of the failure of the Paris commune and the lack of democratic experience.In the4th chapter, the current situation of China’s grass-roots democracy construction is introduced and its dynamic mechanism, historical evolution, the main innovation and existing problems are analyzed.The fifth chapter, the inspiration of the Paris commune to China’s basic level democratic construction is mainly reflected in three aspects:sense of democratic participation, the method of democratic participation and guarantee of the rights of citizens. The last chapter shows the prospect for the future research on the democratic construction at the basic level after the whole analysis.
