Problems And Contermeasures Of Developing The Democratic Partis’ Basic Level Organization

Democratic parties are important part of the political system in China, and importantparticipants in the construction of socialist modernization. The Democratic Parties’ basiclevel organizations are the resource of political power, plays the important role ofproviding cadres, social information, policy advices and other fundamental support forparties’ centre. The construction efficiency of the basic level organizations willeventually affect the Democratic Parties’ efficiency of participating in government andpolitical affairs. But at present, there are some problems in the proceedings ofconstruction of basic level organizations. This kind of problems will limit the functionsof Democratic Parties.In this paper, through counseling the Democratic Parties’ cadres and commonmembers, combined with collecting relevant literatures, we find three problems of basiclevel Democratic Parties in China. The three problems are about party membersabsorption, cadre selection and the activities of organization. On the absorption of partymembers, we find that with the development of social economy and the change of socialclass, there are more competition on the absorption of party members betweenCCP(Communist Party of China) and other Democratic Parties which resulting in achallenge to the member absorption of Democratic Parties’ basic level organizations.About cadres election mechanism, this article holds that the cadre age gradientconstruction of basic level organizations of Democratic Parties are unreasonable. On theactivities of organization, this paper argues that there are not enough activities and theform of activities is rather monotonous. Through a thorough analysis of the problems,this paper proposed some suggestions to improve the construction of Democratic Parties’basic level organizations which including raising the influence of the Democratic Parties,strengthening the ideological construction, scientific construction of leadership and theparties’ department, improving the cadres reserve system, increasing the activities,enhancing party member’s subjective initiative.
