A Study On Conduct Building Of Leading Cadres In Universities In The New Era

Leading cadres’ conduct in universities is directly related to the construction of university reform and its harmonious development, and to the satisfaction of the people to achieve higher education. A tough style of leading cadres will lead the university to embark on the road of scientific development, enhance national cultural soft power, and hence provides intellectual support and spiritual power for the realization of "China Dream". As Minister of the Organization Department of the CPC Central Committee Zhao Leji noted at the21st meeting of the National College Party Building (January2013) that the most fundamental task for universities to study and implement the party’s18th National Congress of the CPC spirit is to cultivate qualified builders and reliable successors in the cause of socialism with Chinese characteristics. Meanwhile, leading cadres’ conduct building in universities, as the necessity of the party construction, is directly related to the purity of the leading cadres, affecting the party’s ability and advanced nature construction of the party, therefore, the construction of the university leaders should be selected in accordance with the requirements of the socialist politician and educator and then leaders with tough ideological and political quality, refined professional level to achieve the harmonious development of universities will be committed. In this paper, the author tends to start with conduct building, in the following part, the development process and achievements, the existing problems and reasons of them, prospects and measures since the new era which means the reform and opening up will be expressed. The first chapter contains the relevant concepts and the importance of university leaders conduct building in the new period. First defines the new era, conduct, university leading cadres, leading cadres’conduct building;the significance of the conduct building is pointed out on the basis of grasping the basic concepts, that is to improve leaders’ personal qualities, and promote socialist countries cultural soft power and push the great project of party building forward, which is of great importance to put leading cadres’conduct building in agenda and construct a harmonious university.The second chapter tends to retrospect conduct building and the achievements gained. The building has gone through three stages:beginning of reform and opening stage, the main task of this phase is to restore the party’s fine style and promote the conduct building of university leading cadres and the university itself in the early stages of reform; the further development of reform phase, the main task is to undertake building in the text of the great project of party building; the16th national congress of the CPC to the18th phrase, which is taken in the crucial stage of building a moderately prosperous society, and how to keep advanced style has became the focus; the results achieved are:university ethos has been improved, sense of purpose and service for the students and staff has been strengthened, democratic educational philosophy of improved continuously.The third chapter is about the existing problems of university leading cadre in conduct building and the the probing of the corresponding reasons. The presence of the conduct issue:subjectivism; formalism; bureaucracy; hedonism and extravagance.The main causes of these problems are:the negative social factors impact in the society transition period, conduct building absence in some universities, coupled with its value orientation bias in the leading cadre.The forth chapter mainly discusses outlook and recommendations in the new era. Taking the presence of China Dream as an opportunity and people-oriented concept the guideline in the construction process. After that, four recommendations that focus on the ideological and political education, institution building, supervision strengthening, punishment severity improvement. Not only themselves, but also factors from others are mentioned to make every effort to build a harmonious university.
