Study On The Ideological And Theoretical Construction Of Leading Cadres Of Colleges And Universities

The report of the Eighteenth National Congress of the Communist Party of China points out that under the new circumstances, the Party faces long-term complicated and severe ordeals in holding power, carrying out reform and opening up and developing the market economy as well as the ordeals from the external environment. And the whole Party is confronted with increasingly grave dangers of lacking in drive, incompetence, isolating from people and corruption. To deal with the ordeals and overcome these difficulties, we should give high priority to ideological and theoretical construction, which is essential for Party building, study Marxism-Leninism, Mao Zedong Thought and the system of theories of socialism with Chinese characteristics, study and practice the scientific development concept in-depth, and promote the construction of a learning Party organization. Colleges and universities are the important bases for personnel training, the important places for the preservation, inheritance, dissemination and creation of advanced culture as well as the bridgeheads for various ideologies’struggle. Colleges and universities leading cadres are the "bellwethers" in various undertakings of colleges and universities. Thus, the Ideological and Theoretical Construction of Leading Cadres of Colleges and Universities (ITCLCCU) is undoubted an important proposition regarding the colleges and universities exerting the four functions which are talents training, the scientific research, social services, cultural inheritance and innovation.This paper mainly includes the following six chapters according to the above.Chapter I:The general principles of ITC. This chapter focuses on the connotation of the thought form and the connotation of the theory of action as well as the relationship between thought and theory, and then reveals the connotation of the ideological and theoretical construction essence and theoretical foundation, illustrating the position and role of the thought theory construction in party construction, socialist spiritual civilization construction and improving party members quality.Chapter II:The urgency and importance of ITCLCCU. This chapter focuses on defining the concept and revealing properties of leading cadres of colleges and universities. Based on the research of colleges and universities leaderships and the goals leading cadres collective ideological and theoretical construction, this chapter focuses on the goals of colleges and universities leading cadres ideological and theoretical attainment, propose the goals of the governors with rich theoretical knowledge and broad perspective, The ideological and political workers uniting the theory and practice, Party committee secretaries and presidents striving to become socialist politicians and educators.Chapter V:The content system of ITCLCCU. This chapter focuses on the construction content design principles (direction, adaptability and complementary) and basis (theory basis and policy basis and object) of ITCLCCU in the new period, and puts forward the core elements and important structures of ITCLCCU.Chapter VI:The methods and mechanism of ITCLCCU. The research of methods focuses on how to apply the senior level training, grass-roots organizations and self-education in ideological and theoretical construction of leading cadres of colleges and universities during the new period, so as to enhance construction efficiency. The mechanism construction studies specific initiatives about how to include the ideological and theoretical construction into colleges and universities cadre’s selection mechanism, evaluation mechanism and supervision mechanism, in order to form a normalized and long-term practical mode of operation for ITCLCCU.
