Research On Catastrophe Risk Management Under The Framework Of "Scenario-shock-vulnerability" In China

The Concentration of social wealth andpopulation density increasing make the disaster occurrence more frequent and the lossrate is also rising. The early Catastrophe happened mainly from natural disasters, andevolution process was relatively simple. However, in today’s society, the nuclearaccidents, terrorism, and social security events have become sources of risk ofCatastrophe. Catastrophe risk, with suddenness and huge destruction, has an importantimpact on the world economy.Catastrophe risk, as the name implies, is huge social catastrophic events, oncehappened, it will have a strong impact on the social system and bring serious economiclosses, which make the social system in a state of imbalance in the short term.Nowadays, every risk accident is a test of the national emergency management inmechanism construction, and the evolution of the risk process become morecomplicated.To explore the path of Catastrophe risk management mechanism design, thisarticle writes into four chapters:In the first chapter, the author introduces the definition and concept of Catastropherisk management and makes a briefly analyses on the importance and urgency of theCatastrophe risk management. Then in the second chapter, through the analysis of risksuperposition process and evolution process, based on the theory of "Scene-Shock- Vulnerability framework, the author makes further analysis on Catastrophe risk tounderstand the Catastrophe better. In the third chapter, based on the "Ability-Elastic-Fitness" path design, this article puts forward the methods of the effective managementin disaster responding and Catastrophe processing. Finally, in view of the increasingnuclear power industry in recent years, the nuclear power risk is increasingly becomingsource of risk of Catastrophe, the article learns the painful lessons of serious nuclearaccident in the history, and analyses the vulnerability of the nuclear power industry,aiming at the existence of vulnerability factors, ultimately puts forward measures whichare conducive to the benign development of China’s nuclear power industry, making the"Scene-Shock-Vulnerability" theoretical framework of Catastrophe risk Managementleap from theory to empirical analysis.
