The end of the20th century, the early1950s to the1970s, the beginning of theChinese city, high school graduates experienced a massive educated youth went to thecountryside movement. According to statistics, by the end of1967to early1979alone,there are17million educated youth are devolved to the rural areas, coupled with theeducated youth over the years since1955, the number will more substantial. Thislong-standing population migration, underlie the thousands of families of families acrossthe country. Shanghai as China’s largest industrial city, personnel who went to thecountryside more than a million. This generation age has experienced the hardships of rurallife, back to the city a few years or even decades later. For many educated youth, especiallythe the retired to Shanghai educated youth, their live is not satisfactory. Today, these youngpeople who have made contributions in the history retired or about to retirement, returnto their departure pension."Mountains and the countryside" to the educated youth generation the commonexperience, their interests may be lost because of" devolution "may be back to the city andcould not be due compensation. Now, for most of them, the most pressing issue is theprotection of life after retirement, how to solve the physical hardships of the people of thisgeneration and their standard of living along with raising the level of Shanghai’s economicand social development continuously improve, to share the fruits of development inShanghai, promoting social harmony in Shanghai, the Shanghai Municipal Governmentand the public who wishes.This issue through the field research access to the first-hand information of theirliving conditions on the retired to Shanghai educated youth, and descriptive analysis allaspects of their life, by building the elderly poverty evaluation index system, and withdifferent methods to calculate the poverty rate, and analysis the differences of living with the same age retirees of Shanghai. All these are empirical research family poverty levels ofretired to Shanghai educated youth, in eventually, build a family poverty levels basedhierarchical special mechanism of Hardship allowance to protect shanghai retirementeducated youth aging.
