The Study Of The Appropriateness Of Universal-type Social Welfare

In the requirements of comprehensive construction well-off society, the governmentpromote social welfare transform from residual welfare to Universal-type Social Welfare,and explore suitable tools and strategies. How to realize social welfare suitability is the keyof construction of social welfare. Therefore, this article focuses on the practice of ourcountry’s moderate universal social welfare, study how to grasp the appropriateness ofsocial welfare with the level of economic development, social development and welfareculture through qualitative analysis and quantitative evaluation.This paper is divided into seven parts: the first part describes the research background,the research significance, the research present situation, the research idea and researchmethods; The second part reviewed the social welfare construction in China, the historyand current situation, draw the outline of the macroscopic background of social welfareresearch; The third part summarized the existing research material and establishedanalytical framework of social welfare’s appropriateness, and put forward that the socialwelfare analysis should include three aspects: economic, social and cultural; The fourthpart detailed analysis suitability between social welfare and economic development level,get the conclusion that our country’s social welfare is not fit for the economic level. Thenbuild a data model to analyse variables’ relationship that influence social welfare’seconomic appropriateness; The fifth part analyzed the social welfare and socialdevelopment’s suitability; The sixth part’s analysis is about social welfare and welfareculture, mainly analyse the relationship of social welfare with welfare model idea、poverty and salvation idea、endowment idea、education idea、religion idea; there areapplicable and improper aspects between social welfare and social development, and thesame between social welfare and welfare culture. Part seven put forward somecorresponding recommendation according to the previous analysis. In the analysis of social welfare and economic development level, the paper get theconclusion that the distance between our country’s social welfare level and the socialwelfare lower limit is0.82%through quantitative analysis. In the social welfare and socialdevelopment’s suitability analysis, mainly use the method of qualitative a nalysis, it isconcluded that appropriate all-inclusive social welfare is adapt to the requirements ofChina’s social development. In social welfare and welfare culture’s suitability analysis,points out that they both have adaptive aspects and incommensurate aspects. There aresome suggestions to promote our country’s all-inclusive welfare’s appropriate development:enlarging support to the elderly welfare; increasing welfare input to the middle and poorerclasses; promoting NGO play its social welfare function; persisting in government’sleading responsibility;playing philanthropy and family’s welfare function.
