Research On The Construction Of The Social Welfare System Of Moderate And Inclusive Type In Chongqing

The connotation of "moderate and inclusive" social welfare system is the social welfare that the government and society provide to the whole people based on their local economic development,it can cover their main aspects of their basic life.In 2007,the Ministry of civil affairs put forward a narrow sense of the goal of civil welfare Transformation: promoting social welfare from "compensated" to "moderate inclusive".Then,the importance of "moderately inclusive" debate has gone from decline to prosperity,and its importance has been ignored.In 2017,the gross domestic product of Chongqing was 1 trillion and 950 billion 27 million yuan,and the GDP per capita reached US $9474,it already has the economic conditions for building an appropriate universal welfare system.On the one hand,the livelihood of the people in Chongqing is developing steadily,the basic livelihood of the citizens is guaranteed,the pension welfare system is constantly improved,the employment and working environment is constantly improved,the educational welfare is constantly improved,and the health needs of citizens are continuously satisfied.On the other hand,Chongqing is restricted by factors such as total economic volume,two dimensional structure of urban and rural areas,cultural tradition and welfare concept,social welfare management system,supply body and talent team,Chongqing is faced with these realistic problems: the contradiction between the supply and demand of social welfare is prominent,the scope of social welfare is limited,the welfare imbalance between urban and rural areas,the laws and regulations of social welfare are not perfect,and the investment of social welfare is insufficient.Only by grasping the realistic basis of Chongqing’s social welfare,we can better carry out the system design of "moderately inclusive" social welfare system construction,and put forward relevant countermeasures and suggestions based on this.This article can be divided into three parts and seven chapters.The main contents are as follows:The first part includes the introduction and second chapters.Combing the domestic and foreign research status on social welfare to understand the background of appropriate universal welfare system;Selecting research methods and technical routes,listing the innovation and deficiencies;Collecting the theoretical basis of the social welfare system,this paper is to make a study from the perspective of social welfare in a broad sense and the concept of great welfare.The second part includes the third,the fourth chapters and five chapters,is the main part of this article.The present situation of social welfare development in Chongqing is analyzed,and the existing problems are summarized.Based on entropy method and TOPSIS method,a comprehensive evaluation model of social welfare level is constructed.The results show that Chongqing’s social welfare level is increasing and people’s life is becoming richer and richer.Compared with the whole country,Chongqing is below the middle level,which is quite different from those of Beijing,Shanghai,Guangdong,Jiangsu and Zhejiang.The third part includes the sixth,the seven chapter.Based on the theoretical basis of moderate inclusive social welfare system,the realistic basis of social welfare in Chongqing,and the experience of some developed and developing provinces in China,the goal of building a moderately inclusive social welfare system in Chongqing is defined.According to the principles of development,phasing,adjusting measures to local conditions and balancing urban and rural development,this paper designs the content,structure and overall framework of Chongqing’s moderate inclusive social welfare system.On this basis,the corresponding countermeasures,suggestions,summary and prospect are put forward.At present,the total economic amount of Chongqing is not large enough,the social welfare level is lower than the national average,and the pressure of ensuring and improving the livelihood of the people is great.At this stage,we should focus on ensuring the survival benefits.Then,with the development of the economy,we should focus on improving the survival benefits and developing benefits,and finally,we should focus on developing the development benefits and improving the welfare benefits.In a word,this article discusses the construction of the social welfare system of "moderate and universal type" in Chongqing,this can reiterate the importance of moderate Pratt and Whitney,enrich the research papers on social welfare in Chongqing,reflect the coordination between "inclusive" and "moderate",which is conducive to improving the level of social welfare in Chongqing.
