How many? When to give birth? How to give birth? How to raise?" As the birth rate continues to decline,the new-born population continues to break through record lows,and the disappearance of demographic dividends,the aggravation of aging,and the aggravation of low birthrates have brought about a heavier social dependency ratio.At the same time,the influence of the idea of eugenics and prenatal care,and the increasing pressure of fertility,education,and medical care have caused many women who are ready for marriage and pregnancy to dare not give birth.In order to achieve the policy goal of the "Three-Child Policy" to increase the birth rate and increase the willingness to have children.In order to release the fertility potential,various provinces,cities and regions have successively introduced many supporting welfare and security measures at the policy level,involving marriage and parenting,housing taxation,etc.Among them,the protection of children’s rights and interests is one of the most concerned issues in society.Therefore,building an inclusive child welfare supply is an important way to relieve the pressure of family parenting,stimulate the willingness to bear children,and effectively achieve the policy goals.An important part of the welfare system.The process of the birth policy from strict control to gradual liberalization is an optimization and adjustment in line with the laws of social and economic development and in line with my country’s population and national conditions.The effect evaluation of each policy must strictly conform to the development background of the times.Therefore,in the context of the optimization of the birth policy,building a universal child welfare supply is the top priority to ensure the welfare of all children.This paper takes the theory of state responsibility,the theory of children’s rights,and the theory of welfare pluralism as the main theoretical analysis framework,and comprehensively uses qualitative and statistical descriptive analysis methods such as literature method,questionnaire method,interview method and other quantitative research methods.At the same time,taking Hefei City as the social research object to understand the current situation of child welfare supply and demand for child welfare in Hefei City through questionnaire interviews.Starting from the multi-subject analysis of welfare supply,to carry out multidimensional exploration and analysis of the specific content of welfare supply,the way of welfare supply,laws and regulations,and functional management departments.Combined with the experience of inclusive child welfare supply in foreign regions,explore the content of the system of inclusive child welfare supply with Chinese characteristics.Through the research on welfare demand,taking "welfare demand" as the guide,and taking "inclusive benefit" as the concept of child welfare supply policy,it is found that there is still a limited scope of universal child welfare supply objects in my country’s current universal child welfare supply,and welfare supply is limited.There are not many specific content items,the overall standard level of welfare does not correspond to the progress of economic development,a series of issues such as special,complete and unified legislation has yet to be formulated,and the responsibility for the management of child welfare provision has yet to be clarified.According to the level of social and economic development,it is an important goal to improve the welfare payment standard of children and achieve a high level of welfare supply.It is also an important guarantee for the realization of children’s rights under the optimization of the birth policy.Finally,to put forward the countermeasures to improve the universal child welfare supply under the background of the optimization of the birth policy,we must first clarify and implement the responsibilities of the various subjects of the child welfare supply.Secondly,it is to expand the children targeted by welfare supply to all ordinary children,improve the welfare level and increase the investment of financial funds.Thirdly,a complete and unified "Child Welfare Law" must be established,and the functional institutions and departments involved in the welfare supply must be integrated.Finally,in terms of the specific content of the inclusive child welfare supply,the level and level of security should be strengthened.
