The Citizen Participation In The Process Of Local Public Budget

With the rising of civil rights consciousness and the intensification of social problems, citizen participation has been accepted by local government gradually, became an important part of local governance. As being the financial security of all government behaviors, budget determines the public policy implementation and social development trend, so participatory budget will be an important direction in the development of the grassroots democracy. Since the birth of the participatory budget, it has been extended to all continents around the world, and china’s participatory budget practices have become an important part of the global participatory budget. Meanwhile a place called Zeguo in Zhejiang Province has become a hot research spot of the participatory budget practice.However, throughout the participatory budget practice in China. Although its value is self-evident, but its development is always in a state of tepid. In my point of view, one reason is that the process of participation still exist many issues, even the participatory budget in Zeguo whose operating mechanism has been relatively well. So this situation has been influenced the effect of the participatory budget, and made significant adverse impact on the sustainability of the participatory budget. To address this problem, this paper will comb some relative theories and gave a brief introduction to the background of the participatory budget in Zeguo. Then based on the limited rational economic man assumption, and will use the theory of deliberative democracy to analysis the participatory budget in Zeguo of the year2013 in three perspectives (the dimension of negotiation, democracy and supervision), including the generation mechanism of citizen representatives, the equality mechanism in the process of negotiation, the training mechanism of citizen representatives, the disclosure mechanism of budget information and the participation ability of citizen representatives, etc. In the end, according to the results of analytic, I will come up with some suggestions to perfection the operating mechanism of the participatory budget, in order to increase the value of it, improve the local government’s motivation and enthusiasm to promote the development of the participatory budgeting practice continually. Eventually, I wish this paper can promote the development of the participatory budget, and can provide an alternative or reference for China’s public budget reform.
