Under The Deliberative Democracy Perspective:the WenLing Participatory Budget And Promotion To The Grass-roots Democracy

Thirty years reform and opening, not only help china’s grassroots democracybuild its initial system, but also supply the soil for its further development. However,with the reform and opening going deeply, lots of contradictions in the grassrootsdemocracy is showing up day by day:The operating mechanism of the grass-rootsdemocracy is more and more become a mere formality,election bribery and clanforcesis manipulation is more serious;The institutionalized channels for participationis not smooth, while in some places the relationship between cadres and masses is tobe deteriorated;Institutional conflict between the rural,the government bodiesexpansion in town and township,etc. More, as economic development,the concept ofdemocracy and the civic consciousness is awakening, more and more citizens aredemanding to participate in politics by themselves.Followed by the revival ofdeliberative democracy is the criticism of minimum democratic to the representativedemocracy and calling for expanding citizens’ political participation to meet theirrequirements, amending the limitations of representative democracy.In this background, WenLing participatory budget shows its meaning, providingan effective learning for the further development of grassroots democracy in china.Democratic Forum for the basic model and platform, with the principle of equality,by the means of institutional arrangements to enable citizens to participate in thedecision-making and supervision directly.Dialogue, communication, deliberative hasprovided a favorable condition for citizens to better exercise their basic rights. In theyears practice, the value of deliberative democracy has been reflected: educatingand training citizens,which means the citizens’ political socialization;promotingvillages’ political modernization;promoting villages formulate the participatory civicculture and enhancing the social equity and justice, which reinforce the social basis ofdemocracy.So, this paper is using the WenLing participatory budget as study case, startingfrom empirical research and theoretical analysis, using the citizen participation theoryand the deliberative democracy theory as the theoretical analysis tools, as the pointview of the citizen participation, civic culture, political modernization of ruralgrass-roots, the operation of the NPC to analysis the functions of WenLingparticipatory budget in promoting the depth development and opening up the spacefor the china’s grassroots democracy development. And in this basis to deepen theunderstanding and thinking of the issues such as the deepening development ofchina’s grassroots democracy.
