The Embedding Of Democracy Elements And Its Logic In Participatory Budget Practice

Participatory budgeting is an important way of grass-roots governance,because it emphasizes the diversification of participants;grants participating parties equal bargaining rights;the openness and transparency of the budget plan formulation process and the institutional standardization of the budget reform process,which are conducive to improving Governance efficiency,realizing public interest and promoting social justice.However,empirical research shows that:in the practice of participatory budgeting,there are also elitist tendencies such as negotiation subjects,which lead to unfair negotiations;weak participants' negotiation consciousness leads to inadequate negotiations;lack of institutional norms in the negotiation process,resulting in chaotic consultation order and the diversification of negotiation subjects has made it difficult to reach a series of issues such as group "consensus".The emergence of these problems will not only affect the effectiveness of consultations,but also make consultations formal,and will ultimately hinder the in-depth development of participatory budgeting.Some scholars have proposed that the introduction of consultative democracy is the future transformation direction of participatory budgeting,but how to embed the elements of consultative democracy in practice?What is the logic behind it?What effect will it bring?I don't know.To this end,this article combines its own experience in the practice of the "Happiness Micro-Practical Things" project in Xihu District,through case studies and literature research methods,and discusses the logic behind the project from the perspective of negotiation democracy.Finally,the study found that embedding participatory budgeting practices,such as the key elements of negotiated democracy,equal participation of citizens,free and rational discussions,and reaching consensus in compromise and inclusion,can improve the actual effect of participatory budgeting.By constructing an equal negotiation mechanism,the power inequality in the dialogue between the negotiation subjects is eliminated;the information disclosure mechanism is optimized to prevent the "black box" operation in the negotiation decision process;the expert training mechanism is improved to overcome the"action" dilemma in the implementation of the negotiation results;Supervise the feedback mechanism to avoid the difficulty of finalizing the results of consultations,and promote the development of participatory budgets to a higher level,to better realize the people-centered governance concept,and to improve the performance of consultation and democratic governance.Obviously,this is of great significance both in theory and in practice for the modernization of the governance system and governance capabilities that the current state emphasizes.
