In the turn of the century historical juncture, as China is in a particular historical development of institutional transition period, negative and corrupt phenomena have been staging multiple, high momentum. For curbing corruption to ensure the smooth progress of economic development, through generations of Party and state leaders have proposed to rely on legal protection and promote thoughts of honest governments, it has been the fundamental theory to provide anti-corruption a powerful support. The Eighteenth National Congress clearly stated,"To establish a clean politics" requires an cadres incorruptibility, efficient governments, political transparency which means the ultimate goal of China’s first anti-corruption was officially established, the construction of a sound and efficient clean system will be the guiding the total anti-corruption guidelines for future work and, thus, become an urgent task of China’s political civilization construction.The establishment of incorrupt governments in China has made lots of achievements for decades, the construction of a multi-supervision system, strengthen the legal system, increased the scope of anti-corruption education, but there still expose some problems. Mainly as follows:poor awareness of civil Servants’ incorruption; anti-corruption agencies are unreasonable for they are lack of independence and authority; incorrupt supervision system are in the form of a single, the lower supervision are fading; incorrupt legal system is imperfect, so they are unable to adapt for modern society; anti-corruption supervision and law enforcement agencies administrative act of injustice, lack of law enforcement and so on. On the way to effectively prevent from corruption and punish illegality, we should continue to insist on going our own characteristics, in line with road of incorruption of our own civil servants while continuing to strengthen the Independent Reference to other national integrity system.This paper is divided into the following sections:The first chapter is an introduction. According to the research background, source topics, meaning and purpose of research questions, clarify research ideas and methods, the paper briefly describes the framework and content of the literature review. The second chapter is the ideological and theoretical development of modern domestic honest. Description of modern history of the development of incorrupt thought of Western and Oriental, outlining the theory of this thesis is based on the Institute to provide a theoretical basis for future analysis, and an overview on the emergence and development of the incorrupt system. The fifth chapter is the Civil Service Integrity System issues and recommendations.Through the development trend of China’s incorrupt system establishment to summarize, carried out in the social environment and the public service aspects of personal accomplishment comprehensive analysis of administrative ethics, policy-depth analysis and research to identify deficiencies while its policy on China Against systems, policies, according to the problems identified, provide some constructive comments and suggestions.
