To promote national governance systems and governance capacity modernization was set up as an objective on the third Plenary Session of the18th Central Committee of the Communist Party of China (CPC) directly, which was determined by the "good governance" of township people’s government which was viewed as the basic-level in China. Therefore, the study of township governance-related issues has a great theoretical and practical significance, so I make a systematic analysis on governance issues with S town as a sample.The study consists four parts.The first part, introduction. This part introduces the background, significance, current research and commentary, research methods, routes and structure of the research, and defines the concepts involved in this study.The second part, the history of township governance and the institutions of the township government. The history of township governance in People’s Republic of China is mainly divided into four stages as representative governance stage, all-governance stage during the people’s communes,"profit-based" treatment phase, dependent type treatment phase. Currently, the township regime including the township party committee, the township government and the township people’s congresses.The third part, review of the running logic and practice of township governance. The operational logic in S Town regime includes divide up the region and assign a part to each individual, collective leadership, manufacturing competitiveness and controlling resources; the township governance in transition period faces power centralization and non-integrity, financial bottlenecks, village regime was administrated in essence, and the decline in the credibility. The reasons township governance in transition facing difficulties are imperfection of the township government financial system, imbalance of the township regime, the wrong-played role of the village committee, and the contest among local governments.The fourth part, the selection of the governance path by the township government in transition, which contains the improvement of the township government’s financial management system, conduction of the relations among the township governments, pushing forward the reform of rural institutions actively and steadily, and building participatory township governance.
