Research On Behavior Variation Of Township Governments' Office Area Control

Since Xi Jinping became general secretary of the CPC Central Committee in November 2012,the Communist Party of China(CPC)has made great efforts to improve its style of work and build its integrity with practical actions.Over the past years,top CPC leaders have taken the lead to implement a series of new policies and regulations for integrity.The policies and regulations include the Eight-Point Regulations calling for frugality,which aim to curb extravagance and order austerity in office area.Checking up and rectifying the office area exceeding the set standards is a measure of comprehensively strictly governing Party members and officials by central authorities since the 18th CPC National Congress was held in 2012.Local governments have perpetually promoted their success of checking up and rectifying the office area exceeding the set standards after central government released the guidelines outlining the construction standards for Party and government buildings and offices.In fact,local governments especially Township governments' checking up and rectifying the office area exceeding the standards have brought a large amount of waste with financial funds,idle office housing force,meeting the inspection only instead of achieving expected effect.This paper chooses the D town's checking up and rectification of the office area exceeding the standards as a study case to investigate the practice and outcomes,expose the alienated behavior,analyze the reasons,such as the deficiency of government's related policies,cadres abuse of public power for lacking of effective supervision and restriction,the cultural of Chinese traditional officialdom standard thought and so on.On this basis this paper puts forward corresponding countermeasures to strengthen the effectiveness of office area control.
