In this paper, the author will use a mountain village in north China as the u nit of analysis, the author holds the view that Dazhai-workpoints is an independe nt variable element investigated the efficiency of collective action.Through analysis Da zhai-workpoints’ forming process and operating process, the author wants to explore how Dazhai-workpoints works from an ordinary village rules become into a kind of public policy step by step. The change of Dazhai-workpoints in this v illage process can be divided into three stages. First of all, it is the forming proc ess of dazhai-workpoints. Da-zhai-workpoints is not only inseparable from collecti ve economy, but also restricted by the special natural environment and social envi ronment. Secondly, it is the operation process of Dazhai--workpoints. In the proce ss,The changes of Dazhai-workpoints have experienced three phases to adaptable-e to environmental change. As one of labor Management system, Dazhai-workpoint s has its own characteristic. In the third stage, it is the diffusion process and end process of Dazhai-workpoints. Country force caused Dazhai-workpoints changing gradually.Because it can’t around implant special environment, so it created conflic ts between peasants and village. Finally,it deaded With the end of the Cultural Re volutionThe main problem of this paper wants to discuss the role of Dazhai-workpoi nts that reshaped rural society in the people’s commune period, and analyse Daz hai-workpoints’ as a labor management system to solve the problem of fairneiss a nd efficiency in the role of collective action. By the description of Dazhai-workpoin ts’ changes., The authors concluded that:Dazhai-workpoints is a product of a villa ge, and special natural environment and social environment are central in it. It wa s logical in the reality, so we should assess it equitably. It couldn’t insure the fairn eiss and efficiency in collective action.
