Since the20th century, the pattern of the state-squire-local society has disintegrated, and through the direct control of the rural areas, the country achieves to consolidate the regime. Then the era of the countryside into no taxes, the state of rural policy start from residual claim to provide public goods. Its two main ways:one is autonomous organization centered in rural public goods and services supply model. The second is the individual or NGO would to provide public services, this way of supply in a village outside and the village inside organizations, which is given priority to village economic organization of internal organization. Although the national relevant policies, the villages lack ability of the development, mainly village community connection, which makes the coupling development mechanism become a topic.In this paper, Huangshi City, Hubei B Town Lake Village cooperatives as an Object of Artemisia, aiming to show the role of the development process which links the villages on the role played by the public interest. Cooperatives in the different stages of development for all levels caused by the change of organizational resources content and the change of the results, which involves interests associated, organization system and the factors related to social capital. This paper discusses the development of rural organization from the microscopic view, by means of this kind of view to present rural organizations in the role and function of rural governance. Introduction to the full text is divided into five parts:the first part introduces the research origin, methods, significance, and interpretation of the concept of core and case villages; the second part to the fourth part describes the establishment of cooperatives to flourish and then dropped from the entire process, as well as cooperatives integrate various resources to complete the state’s interest in all phases of association. After the tracking survey, understanding and anglicizing of the development of Artemisia cooperatives, the author think of external environment and internal environment have a corresponding change, the benefit correlation is divided into two levels. Established to flourish stage, as a result of the limitation of external conditions, the industry interests and the village social capital can ensure the development of the organization; the cooperative can make full use of these resources to achieve its own development which is the first level of benefits associated with it. And then organize internal and external environment have changed, but the organization system is not sound, administrative power intervention and the relevant block makes the cooperative development plight, cooperatives is limited by various conditions, also reduced integration for the interests of the related degree, this is the second level of benefit correlation, the two levels constitute the development venation of the cooperatives. Entire article shows the economic organizations as the dimension of rural development, and discusses how to construct the community public space through benefit connection:the organization and structure, in order to promote community development. However, why this benefit is difficult to continue, and easy to be deconstructed. Then discuss community development needs what kind of benefit coupling mechanism.
