Community publicity refers to the group rationality of the whole community residents or partial community residents that is bounded by the particular spatial range of the community.Such group rationality represents the common interests of the community residents.The existing researches of community publicity tend to focus on the theoretical research of community publicity and attach importance to the connotation and extension of community publicity.Most scholars tend to conduct their own research under the dual framework of the state-society perspective.Most of them are limited to macroscopic and abstract levels of discussion,and less focus on the residents who are the subject of the living world.Even in some community publicity studies with residents as the focus of attention,many scholars tend to analyze the residents'participation from the macro and overall levels during the process of analyzing the community participation of residents,ignoring the influence of residents' participation in the forming process of community publicity.Such researches unable to reveal the dynamic generation process of community publicity.Therefore,this paper takes the community participation of urban residents in China as the point of penetration,focuses the study on the microscopic daily life world,and discusses the connection between residents' community participation and the construction of community publicity through the case study of Y community in Wuchang District.According to the research in the Y community,the author has found that the residents of the Y community participate in the different degree and differentiate in the same community space,and thus the difference in the degree of participation of the residents community leads to the difference between the community identity,the community belonging,the public consciousness,etc.To this end,the author selected three typical examples of resident participation in the Y community as the research objects.Through the description and analysis of the examples of the residents'community participation practices in the three different levels of the Y community,the author try to examine the relation between the community participation of the residents and the construction levels of community.In order to explore the relationship between residents' participation level and community publicity,the study classifies residents' community participation levels from low to high as three levels:the level of residents' community activity participation,the level of residents' decision-making community participation,and the level of residents'autonomy participation.According to the differences in the contents and levels of community publicity molded by each level,the community publicity is theoretically divided into public products.,public awareness,and community.The study found that the different levels of community involvement of the residents objectively constructed different levels of community publicity:First,the participation in community activities is the lowest level of community participation of the residents.The elderly population is the main participator.They mainly participate in the cultural and sports activities in the community and provide volunteer labor for the community by organizing some community organizations.Inhabitants participation at this level have the characteristics of groupness,closure,limitation,and dependency.Aged groups have strong reliance on the community neighborhood committee in terms of materials,organization,and leadership.They are excluded from the community decision-making process and have a low level of autonomy.This level of residents' participation lacks a clear and unified common goal.Residents' recognition of the community is to a large extent equal to recognition of the community residents' committees,rather than our sociological understanding recognition of the entire regional community and the community of life.This recognition has a considerable degree of one-sidedness.Therefore,the publicity of the community formed by the residents' participation in this level is relatively low,which is mainly manifested as the fact that the residents objectively provide the community with relatively abundant public products in the process of their participation in activities.Second,at the level of decision-making participation of residents in the community,residents organize or are organized to participate in community public affairs around common goals.The role of residents' participation changes,that is,the role of "observer"and "listener" is transformed into the role of "equal participants" and "negotiators".Residents are given the opportunity and the right to participate in the decision-making process of community public affairs,and they can proceed from their own standpoint to freely express their views and suggestions on community public affairs in the participation process.Compared with the level of residents' participation in community activities,residents are "involved" in community public affairs in a deeper sense.The participation of residents in community decision-making participation levels has been qualitatively improved.The concrete manifestation is that residents at the participation level have a clear and unified common goal.Residents have a certain degree of autonomy in the process of participation.Residents' identification and ownership of objects have broken through a single closed small group and expanded to the overall level of the community.Therefore,the community publicity built at the participation level also broke through the provision of narrow and simple community public goods and rose to a higher level of public consciousness generation.Third,at the level of self-government of residents' community participation,the dominant position of community residents' committees give way to the residents.Community residents elect and own their own autonomous organizations.Residents have the legal power to make decisions and manage community public affairs within their jurisdiction.It is particularly important that,at the level of residents' community autonomy participation,residents' actions and participation can best represent the interests of the residents themselves,and residents' autonomous organizations can also rationally adopt appropriate measures to solve community problems and satisfy residents according to specific circumstances.The residents'participation in community public affairs has direct,efficient,and diversified features.The degree of residents' autonomy has been qualitatively improved.The community residents at this level of participation can sensitively perceive their common interests and can compete with relevant forces in the capacity of a community of interests.Residents can spontaneously and actively participate in community public affairs.They have a strong sense of identity and belonging to the community.Therefore,the community publicity shaped by residents in the level of community autonomy participation is the highest level of community publicity,namely the formation of community.The cultivation of community publicity in our country needs to be started from the grassroots level,and from the masses,community neighborhood committees are the best choice and foundation for the construction of community publicity in China.The construction of community publicity depends to a large extent on the level of community participation of residents.At present,the promotion of the residents' community participation in China needs to start and proceed through the community neighborhood committees that have the function of representing residents' interests and create community public affairs that can meet the needs of residents and are closely related to the residents' interests.In this process,the community needs to gradually withdraw from the civil autonomy space with the increase of residents' participation ability and self-government ability,creating a platform for residents to participate in community public affairs,providing possibilities for residents to participate.Allow residents to cultivate their homeland awareness and civic awareness in the process of community participation,and improve residents' sense of community identity and community sense of belonging.
