It is said that prevention is better than legal remedy. There are plenty of advantagednatural resources and ecological environment in the western region of China. It is notonly going to be the resource reserve for The Western Development, but also going tobe the best barrier for national ecological security. To some extent,decision makersand legislators will be affecting by the theory of ecological security to protect westernecological environment in the future.The background of this thesis is that The WesternDevelopment,and the concept of ecological security and risk prevention has been setup for several years,so that I want to structure some new useful legal systems thatbased on the ecological environment legal system.The advices and new legal systemswhich has been created in my thesis are better for reducing potential and possibleecological risks.To keep the positive cycle and to prevent deterioration in ecologicalenvironment in the western region of China.The final goal is about the westernecological security and sustainable economic development.There are four parts in this thesis except introduction.Part Ⅰis about some relevantlegal concepts of ecological security and a very significant theory called EcologicalSecurity and the history of it.Part Ⅱis about the ecological reality of the westernChina,and analyze some reasons for ecological risks based on The12thfive yearsPlan of the Development in the Western China. Part Ⅲ is about some reviews andsome comments on nowadays environmental legal systems and ecological policywhich concern about ecological security in China and the western of China. Part Ⅳisabout regional legislation suggestion and three new legal systems.
