Employee Performance Management is very important and significant in HumanResource Management. Establishing Employee Performance Management according to themarket and economic trends in public administration, has become one of the importanttasks in the government and the theorists. Hainan is the only one provinces merging landand resource management to the environmental management. Oriental City LandEnvironment and Resources Bureau as an important administrative department in charge ofDongfang City, responsible for the administrative duties of the city land, environmentalprotection, mineral resources, and public service matters complicated, and how to improveemployee performance, building convenience, efficient service-oriented governmentdepartments is particularly important.This study is based on the status of employeeperformance management of Dongfang City Land Environment&Resource Bureau,proposed improvement measures, aimed at the staff performance appraisal innovation, toachieve the performance targets then achieving the purpose of the organizational unit.The first chapter introduces the research background, purpose, meaning, content andmethods of the study. The second chapter of the performance management theory arereviewed, focusing on the theoretical performance management, performance managementsystems, provides an overview of research in domestic and at abroad, so as to study thetheoretical basis. The third chapter of employee performance management status DongfangCity Land Environment&Resource Bureau conduct environmental research, find andanalyze the causes of the problem.Chapter IV made some strategies for Dongfang CityLand Environment&Resource Bureau.There are following problems of employee performance management from the studyDongfang City Land Environment&Resource Bureau: First, lacking of " performance "-oriented organizational culture and advanced performance management philosophy.Second, the system of employee performance management is not so blamless, the purposeand content of the performance appraisal is unclear, vague standards, proceduresunreasonable, difficult and actual performance assessment results linked to performanceappraisal results simple to use. Third, there lacks of legal and institutional protection,performance management mechanism is unreasonable. The main causes of these problems,including the influence of traditional political and cultural environment, and national andlocal performance management is not very sound legal system, government departmentsunique drawbacks, the staff work hard to quantify the effect of the lack of effective supervision and so on.For problems and causes, combined with performance management theories, fromstrengthening performance concept, building and improving employee performancemanagement system and the security, and other aspects of performance managementsystems, countermeasures and suggestions put forward to improve Dongfang City LandEnvironment&Resource Bureau employee performance management.
