Research On Exit Mechanism Of Urban Minimum Living Guarantee Residents

Securing basic livelihood for low income urban residents, urban subsistence allowance system, established more than10years ago,while, the exit Mechanism is being challenged by slow withdrawal arising at many areas in contrast to the easy entering. A healthy withdrawal from subsistence allowance completes the system with fairness and efficiency to further social stability.Three issues have been inquired by studying of theoretical concepts and policies in practice, combined with visiting Bureau of Civil Affairs in Heshan district of Yiyang, and surveying both enforcer and the allowance beneficiaries:1) exit mechanism reflect slowly;2) impractical verification of household income;3) lack of professionism in enforcement.Six probable causes are attributed in the analysis of gathered data:1) insufficient policy publicity;2) negative feedback brought by vested interest in welfare;3) indulgence of the public;4) awkward employment assistance;5) no transitional phases in the withdrawal;6) no effective surveillance.The paper based on the view that, for the less developed cities and regions,train of thought to perfecting the exit mechanism of urban minimum living guarantee can from two aspects, gurantee residents’personal thoughts and government’s policy. The former was mainly completed through insisting the right public opinion direction and updating gurantee residents’concept; From the government policy level, which can flexible use of low fringe benefits, implement low fading system,set up public welfare jobs, establish professional low task force, strengthen the supervision of exit mechanism. Only to further improve the exit mechanism of urban minimum living guarantee, can it conforms to the fundamental principles of project of urban minimal assurance efforts work, can it more effective play the role of the system of subsistence allowances...
