Foreign aid, as an important way of a country to influence another country, is the main content of international relationship after world war two. In recent years, many countries enlarge the scale of foreign aid. Almost all of the sovereign state and important international organizations, maybe as a donor or as a recipient are involved in foreign aid. The United States which is the only superpower today has strong economic, political and military power, its scale of foreign aid is the biggest. America is the first country to supply aid to other states, and the number of countries that receive American aid and the received money is the biggest. Foreign aid has become an important part of American affairs. In the field of international relations, the research about foreign assistance is focused on the aid and essence. There are two basic ideas about the purpose of foreign aid, they are "donor interest" and "recipient needs". And what is the purpose of American foreign aid? If we want to know the purpose of foreign aids that a country offers, we must make clear that what factors influence the aid decision. Anyone who understands American foreign policy will find human rights is often involved in American foreign policy. America often declares that it always promotes democracy and human rights all over the world, and also the congress make laws to combine foreign aids with human rights. In fact the United States has demonstrated the rules through action, such as the United States cancelled or reduced the amount of aid to countries that consistently violated human rights.Many scholars think that the purpose of American aid is human rights or democracy and "recipient countries need". However we also find that the United States offer aids to countries such as Egypt, Israel, of which human rights are bad. So is human rights one of the influence factors of U.S. foreign aid? What influences do human rights make in the process of American foreign aid and through what ways to influence American foreign aids? This article will solve these problems. This research is helpful for us to understand America foreign aids and the factors of American aid policy decision, and to realize the essence of American aid. It is also good for china which is implementing foreign aids, especially aid flows to Africa. This can provide certain reference significance.The paper mainly includes five parts:The first part is the introduction part, this part mainly includes the reason and significance of the research, combing the domestic and foreign research present situation of foreign aid, and finally supply the definition of human rights and foreign aid. The second part mainly analyzes the origin and development of the combination between American foreign aid and human rights. The third part and the fourth part is the main part of this article. The third part studies the path that human rights affect U.S. foreign aid, such as America values, the America congress, the human rights report, human rights organizations. The fourth part mainly discusses the relationship between foreign aid and human rights or national interest. The fifth part is the conclusion of the article.
