In the process of European Integration initiated in the 1950s, the builders of Europe have gradually realized the significance of Human Rights to democratic protection and legalization of building new power according to the principle of ruling by law. Therefore, they introduced human rights consideration into EU economic, political and social lives. In its foreign activities, EU originally took respecting human rights as the evaluation base of foreign activities, and then it took as its aim the promotion of respecting to human rights in the third country. EU Foreign Policy of Human Rights is the product of European Integration, as well as the stimulating factor of European Integration. Therefore, when studying the EU Foreign Policy of Human Rights, the author chooses the perspective of European Integration, especially the Politics Integration, putting EU Foreign Policy of Human Rights in the process of European Integration, analyzing the policy in virtue of European Integration Theory, particularly the Constructionism Theory, emphatically clarifying that the development of EU Foreign Policy of Human Rights interacts with the process of European Integration.When studying the EU Foreign Policy of Human Rights , this paper mainly adopts two methods. The first is traditional study method, including case study, literature study and empirical study. The second is modern foreign policy study method, including rationally-choice method, means-end method, cost-benefit method and decision-process method. The author comprehensively puts these methods into the practices of research, working hard to achieve high quality research result.This paper consists of 6 parts, and the major contents of each part are as follows:The Introduction includes the proposition of the topic of the EU Foreign Policy of Human Rights and its research value, collection of literatures and present study on this topic, research object and definition of basic concepts, theoretical approach, key points of study and the outline of the thesis.Chapter 1 Regulations and Practices of Human Rights in EU Common Foreign and Security PolicyThis chapter firstly sorts out the European human rights culture, which is the value basis of Europe political cooperation and later EU Common Foreign and Security policy. It analyzes the human rights protection mechanism of Europe and human rights protection conditions in Europe, investigates the process of EU human rights regulations merging into Europe political cooperation, later EU Common Foreign and Security Policy and EU Common Security and Defence Policy, and finally points out that human rights have been the core of EU Common Foreign and Security policy.Chapter 2 Regulations and Practices of Human Rights in EU Foreign Trade, Development and Cooperation PoliciesFirstly, the chapter analyzes the background of adding Human Rights regulations in EU foreign trade and development policies. Secondly, it analyzes the considerations of adding human rights in EU foreign trade, development and cooperation agreements, pointing out that EU has taken democracy and human rights as part of its foreign policies, and insisted adding human rights clauses in all of its agreements with the third country when establishing trade, cooperation, dialogue, partnership relationship and contacts. Thirdly, it takes regulations and practices of human rights in Lome Convention and Cotonou Agreement as examples, bringing to light how the EU has been merging regulations of human rights into its foreign agreements step by step. Finally, it discusses the influence of the EU consideration of human rights to EU trade and development policies.Chapter 3 Regulations and Practices of Human rights in EU Enlargement PolicyThis chapter firstly analyses how human rights become the premise of becoming a member of EU, then analyzes the appearance of human rights regulations in EU Enlargement policy, and finally points out that EU has adhered to "maximalist" and "conditionalist" position of human rights in the process of EU Enlargement, and has developed its own set of human rights politics.Chapter 4 Decision-making and Execution Mechanism of the EU Foreign Policy of Human RightsThis chapter firstly analyzes the decision-making actors and decision-making mechanism of the EU Foreign Policy of Human Rights; secondly analyzes the instruments of the EU Foreign Policy of Human Rights; thirdly analyzes the role of the European Parliament in the EU Foreign Policy of Human Rights; and fourthly points out that many organizations of EU have taken part in the coordination, constitution and execution of the EU Foreign Policy of Human Rights increasing the cohesion of these organizations, intensifying their identification. Conclusions:1) EU takes human rights as the evaluation basis of its foreign activities as well as one of its pursuing objectives. EU has formed human rights- oriented foreign policy in its external activities. However, the EU Foreign Policy of Human Rights takes fragmented forms, and this form leads to the result that the EU Foreign Policy of Human Rights is inconsistent and hard to master, and the responsibility is over-detracted. This damages the credibility and effects of the EU Foreign Policy of Human Rights Foreign Policy, but at the same time, it shows the omnipresent influence of Human Rights. And the detraction of responsibility shows that each organization and entity of EU has the obligation to promote and respect human rights in its foreign activities.2) On the world stage, EU actively advocates western human rights concepts, promotes the constitution and execution of international human rights law; EU insists that applicants for being EU members have to fulfill strict human rights standard; it insists that countries which sign cooperation agreement with EU, accept aid from EU, or get benefit from preferential trade with EU have to promise the respect to human rights. In this sense, the human rights pushed by EU have got some effects. Nevertheless, the EU Foreign Policy of Human Rights is sometimes affected by geographatic politics and economic interests, so it usually takes double standards, and is condemned and abused.3) In the process of practicing the EU Foreign Policy of Human Rights , EU and its members endeavor to take joint actions and common positions. This strengthens EU action ability and subject consciousness as advocator and protector of human rights, and is good to form the collective external identity of EU. And the formation of this collective identity endows common interests to EU and its members. Common identitiy and interests ask EU and its members to take consistent actions. And this further increases the cohesion of EU members, and is helpful for EU to take unified human rights foreign policy and is helpful for EU members to push forward the construction of a United Europe more confidently. The EU Foreign Policy of Human Rights Foreign Policy originated and has developed during the process of meeting the requirements of European Integration, and it plays a promotive role in the construction of European Integration. The author holds the opinion that there is a positive interaction between European Integration and the EU Foreign Policy of Human Rights...
