Our country is now in the special historical period of the economic system transition and the social transformation, and society is from closed to open, people and goods is on big flow, various factors inducing crime, crime method diversification, intelligence, increased difficulties of social control, and the inadequate of the growing contradiction of, weak enforcement of the public security organs is also growing. Under the serious situation of our country public security situation, the oneness of the security services providing mode is difficult to meet the citizen diversified demand of public security, under the reality of social security comprehensive management requirements, to break the monopoly of the public security organ supplying the security services, introducing public security service supply compact governance mechanism for the remarkable feature of public security contract inoculation. How to deal with the public security environment for the demand of the city public security service, create stable social security environment, is a realistic subject worthy of thinking deeply.
