Research Of The Highway Overloading Problem And Countermeasures

The road overload transportation problem is always the focus problems in the current society. The overload transportation not only damages the national economic interests, but also endangers the safety of people’s lives and property, and disturbs freight market order. The authorities have been trying to combat and control the overload behavior, experts and scholars have conducted some research on the highway overload, actively to manage the problem give advice and suggestions. But the treat repeatedly incessant because of economy and profound social reasons, and the illegal behavior has not been effectively curbed.Firstly, the author carefully discussed the highway overloading problem both home and aboard, and visited a lot of behavior bodies governing the problem of Tangshan City. By conducting a questionnaire survey and interviews, this paper carefully observed the behaviors of different main bodies, understanding the attitude of the overload behavior with relevant laws, regulations and suggestions to deal with the overload behaviors, obtained the first-hand data to support scientific analysis.Secondly, based on sufficient observation and research, the author analyzed the causes of highway overload behavior to strip the surface phenomenon, found essence through the phenomenon and the deep reasons of overload behavior despite repeated prohibitions. Through in-depth thinking, the author analyzed overloaded problem of Tangshan City from five levels such as market failure, external effect, game theory and system design.Finally, based on these above reasons, the author implemented deep thinking and analysis according to interest induction, system improvement, technology and other aspects such as improving relevant legal system, increasing economic means of regulation, strengthening management, establishing linkage controlling overload management information system, so as to further strengthen the Tangshan City highway overload control efforts and offer reference for relevant research and practical work.
