Deliberative democracy,a kind of governing form,based on the theory of liberalism andcritique theory, is about citizen`s conversation,talk, opinions in freedom and equal with theprotection of law.Deliberative democracy can be found in the ancient Greek,who put thedemocracy into practice,so most scholars think that deliberative democracy is reviving theancient democracytheory more than innovating it.As a kind of reviving form, deliberativedemocracy does well in both citizen taking part in the political affairs and respecting therelatingship of nation and society.With the help of perfecting the procedure,enlarging themembers, emphasizing freedom and equal,reach the aim of eliminating conflict,ensuring thecommonality sense and widespread benefit.Also, deliberative democracy has a promissingfuture about dealing with the common problem of democracy form shortage and defect inwestern country.At the end of twenty centry, with the democracy theory developing,deliberativedemocracy gains great progress. James S.fishkin deliberative democracy theory as one of theattractive progress,widen the content of deliberative democracy theory and the field ofvision.and the thesis bas two parts:foreword and main body.In the poreword,the thesis introduce the situations of deliberative democracy in theseyears and study on the James S.fishkin deliberative democracy theory.with a big deal ofliterature and data,I have a good foundation about the study.The main body has three parts.The first part says the deliberative democracy theoryfoundation and why it is raised,and then the democracy theory concept, characteristic, alsogives a deep point of view on why the deliberative democracy theory reviving, analysis thetheory in order to have a good realization on James S.fishkin deliberative democracy theory.The second part is about James S.fishkin deliberative democracy theory content. this partgives a clear view of his aim,method and mechanism.As a kind of reviving theory,it trys todecrease the controdiction on all sides.James S.fishkin focus on the deliberative democracyprocedure, discuss how make all citizen in the deliberative democracy.The most famous isdeliberative day,which is James S.fishkin’s scientific method,based on the DeliberativePolling. All the citizen meet on the day,change opinions,without difference,and make all the voting ones know more information and different point of view. deliberative day makes all ofus think of if it happens nationwide,what the influence on soundbite is.Thinking,if thecandidates and the political party have a day to understand what citizens say on that day onwhich all citizens get more imformation and change opinions with each other,what willhappen? This is the unique feature.Then,in the third part,thesis gives the James S.fishkin deliberative democracy theoryrationaland legitimate point on the side of exceeding cost and participant’ opinions.Inaddition,I rethink the shortage of his theory,and analysis what is the point we shoud be forreference. James S.fishkin’s scientific methodgive us a good way to complete our democracyand it is what we need. deliberative democracy makes all members contribute to thesociety,take conversations on the conflict,makes all citizen hold the mentality offreedom,pace,pardon and respect,which is the basic mentality for democracy. In theprocess,MOST citizens learn how to protect themselves with law,and take the right way todeal with problems.it is a school where teach us more open and democratic,more respectionon governing.it has profound and lasting positive influence.
