A New Research About Grassroots Political Talent Development And Foster Paths Of Chinese

This paper is divided into four sections. Firstly from the concept of grassroots politicaltalent’s training and development, described in detail the development and training ofpolitical talent’s system theory. And analysis our country grass-roots political talent ‘sachievement and deficiency of nowadays development and training, then introduces six kindsof basic level political talent development and training of innovative ways to solve theseproblems, including more than ten kinds of specific development and cultivation of politicaltalent measures. The last is about the implementation of China’s political development andtraining of talents with practical political value.The first section of the thesis is to define a specific concept, that is talent is high levellabor force, political talents is specialized person which is engaged in political activities inthe social politics and related fields. In our country, the political talents can be divided intopolitical practice talent, political research talents, political education talents, the practice oftalent distribution in our country party system, legislative, judicial, administrativedepartments of political talents, political parties and organizations. Grassroots political talentsmainly refers to the political practice of personnel working in the towns and rural areas, morerefers to the township, village government and village party. The development and training ofgrassroots political talent, is the basic political practitioners excavation, training, exercise,education, management and supervision, to improve the grassroots political talent in quantityand quality, and to solve the problem of grassroots political talent discovery and employ, forthe grassroots political work.The second section of the thesis, is about to status of our development and training ofpolitical talents, including the achievement and problems. After a long time, our country inthe grassroots political talent training and development process, in the legal system,organization management, employment mechanism, dismissal mechanism, education andtraining, performance appraisal, is highly successful, but the disadvantages of the systembring on some details problems, such as: selection mode is simple, lack of exercise andpractice, lax management, education and training inflexible, lack of oversight mechanisms,lack of incentives, to give the grassroots political talent brought their own problems includes the quality of talent, style of work, ideology of mind, which is led to the grassroots politicaltalent’s quantity and quality is low.The third section of the paper, according to the political talents development andtraining problems, in the selection of the grassroots political talent, practice, training approach,ideological education, management mechanism, form those six aspects, named twelve kindsof new initiatives. Reserve talents resource base, outstanding university graduates, testing,training standard, broaden the training channels, from exercise and effective training from theperspective of innovation, strengthen personnel selection, to enhance the quantity and qualityof the grass-roots political talents; quality engineering, two-way training, target management,high-ranking management, leadership and supervision committee, separately from theideological education, strengthening management, external supervision point of innovation, toenhance the capacity of the potential political talent.The fourth section of the thesis, is the reality of political value on the development andtraining of grassroots political talents, the grassroots political talent training and developmentcan bring great economic benefits, social benefits for the region, even more political value.Pointed out that the probity government construction in rural areas to strengthen “for thepeople of practical Incorruptness” of the18th National Congress of the Communist Party ofChina report, build learning, service, innovation oriented party organization, grassrootspolitical development and training of talents can be effective for the construction of localgovernments to provide energy for the construction of the party organization, also canimprove the legal system of education in local public service, development of grassrootsdemocracy, popularization of basic level area, education modernization political talent for thecountry, so become a part of “talent strategy”.
