Young cadres are the new forces in the normal alternation of leading cadres and the new impetus for the future development of the country and its economy and society.The selection and training of young cadres is the basic project for building leading groups and cadres.It is a major task that focuses on the overall situation and faces the future.The construction of young cadres is related to the stamina of China's economic and social development and the construction of reserve cadres.Our country has always attached importance to the work of young cadres.Socialism with Chinese characteristics has entered a new era.The economy has rapidly taken off and political democratization has been continuously improved.Outstanding young cadres who meet the requirements of the new journey have been trained and continuously selected,and the ranks of young cadres at the grassroots level have been strengthened.Only by ensuring that young cadres can be selected,bred and used can they better adapt to the new era,advance the modernization of the government and promote the development of talents themselves.At the grassroots level,as the bottom end of the power institution,the young cadres in it are more urgent to be selected and trained.Discussing the selection and training of young cadres,improving the construction of the cadre team,and reserving reserve cadres are always important components of the administrative management and personnel system management reform.Ningyang county in Shandong province is a typical representative of county-level cities in inland areas of China.In recent years,the number of young cadres in ningyang county has steadily increased through the selection of students,the recruitment of civil servants and business personnel,the recruitment of college student village officials and "three ones",the recruitment of talents and other methods.At the beginning of 2017,there were 981 cadres under the age of 35 in Ningyang County.In March 2018,they reached 1186,a growth rate of 20.9 %.How to better manage the use,selection and cultivation of this group is also a major issue facing the county governments.With the development of the county economy and industry,the demand for professional talents and young reserve cadres has become more and more prominent.The stable working environment in recent years has also indirectly caused young cadres to lack practice and experience in dealing with complex issues.Cultivating and selecting a group of young cadres who can be a heavy responsibility is a realistic need and an urgent task for the development of Ningyang County.This article starts from the definition of the concept and theoretical foundation of the selection and training of young cadres,and the relevant theories studied in the past are the platforms.On the basis of demonstrating the historical evolution and significance of the selectionand training mechanism for young cadres,We selected Ningyang County in Shandong Province,which has been continuously exploring and innovating in the field of young cadres selection and training in recent years,and analyzed and summarized the current situation in the selection and training of young cadres in Ningyang County,and adopted questionnaires,interviews,and literature studies.This paper analyzes the existing problems and reasons in the selection and training of young cadres in the county,and points out the strategies and methods of how to better establish the whole chain mechanism for the selection and training of young cadres at the grassroots level.Through the investigation,it was found that there were problems in the selection and training of young cadres in the county,such as the inactivation of the employers' ideas,the discontinuity of the selection and training policies,the lack of regulatory restrictions,and the lack of scientific classification and training methods.According to the existing problems and the actual situation in the county,the author puts forward some countermeasures and measures to improve the selection and training of young cadres at the grassroots level.That is,improving the selection and identification mechanism,exploring a multi-channel training model,implementing the development project for young cadres,and improving the evaluation and incentive support strategy are the mechanisms for selecting,training,and conducting and evaluating the entire chain.This paper explores a selection and training model that adapts to the characteristics of young cadres at the grassroots level,provides reference and support for the selection and training of young cadres in similar county-level cities in China,and provides continuous support for the economic and social development of counties.
