With the global information technology revolution continues to deepen, Internet technology has matured and its unique advantages quickly penetrate into all areas of social life. Internet technology had a far-reaching impact on human political, economic and cultural life. Today with the information disclosure, administrative transparency gradually advancing. Internet as a new information on exchange has a place in the political environment in our country due to large amount of information, real-time, a wide range of exchange. It is precisely because of these characteristics with the Internet, citizens are increasingly inclined to choose this emerging Internet channels, to participate in public affairs. Since the eighties of the last century reform and opening up, China’s increasingly close ties with the world, more and more Chinese citizens affected by fair and democratic ideas, and actively participate in the formulation of public policy, such as specific public affairs up. Citizen participation in public policy development on the one hand will facilitate citizens on specific public policy reflected, on the other hand is also conducive to promoting the rationalization and legalization process of public policy making. Before the advent of the Internet, civic participation in public policy development is only through letters, representatives of the people to participate in local elections, attend hearings, and other ways to participate in various interest groups and policy makers to realize the aspirations own interests, often very limited participation channels. The emergence and development of the Internet, completely breaking the geographical restrictions and constraints of time information transfer for citizen participation in public policy development provides a new form. However, we must realize that, although the Internet for citizens to participate in civic policy to provide a broader platform, but because of this form of citizen participation in China also belong to the development stage, will inevitably bring some negative impact. Because of this, our public policy-making based on citizen participation in situation analysis and research network, learn from the advanced experience of Western countries and with its own characteristics, and actively guide the citizen participation in public policy development network for promoting China’s political democratization process has positive significance. Specifically, the inner logic of this article and the basic framework as follows: The first part of the research, mainly through the introduction of domestic and foreign public policy-making network citizen participation were summarized and analyzed, gradually explained the background and significance of the topic of this article, and explain research methods and research significance.The second part, the author of the concepts involved in the definition of this article, including:citizen participation, public policy development and political participation and so on. And theoretical basis for deliberative democracy, the new public service used herein, the concept and theory of narrative logic of this article did a foreshadowing.The third part analyzes the impact of the internet on the duality of our citizens to participate in public policy making. On the one hand, the emergence of the Internet citizen participation in public policy development had a positive impact. On the other hand, the emergence of the Internet for citizens to participate in public policy making has brought new problems. Finally, at the end of this part the author analyzes the causes of these problems.The fourth part introduces the advanced experience in the United States as the representative of the Western developed countries in the network environment citizen participation in public policy development, and try to combine our own characteristics, to find useful insights for our citizens to participate in public policy making.Countermeasures and suggestions of citizens to participate in public policy written under Part five of the network environment. Author of the aforementioned problems and difficulties for the proposed five measures and initiatives to build on the analysis of key issues and ways to solve them, in order to establish the correct direction of the network of citizen participation.
