Kunming with spring-like climate, is called "spring city" and is suitable for the aged. It has entered the aging society in1991, with an aging population proportion of10.6%, while our country entered the aging society in1999. Kunming aging committee statistics shows that by the end of2013elderly population has more than900,000people, accounting for16.21%of the total population in kunming, that is to say, there are16people over60years old in every100people.This paper collects and analyzes the related literature about community service for elderly with the methods of questionnaire, interview, qualitative and quantitative to have a detailed discuss on current community service for elderly in kunming, and find out the problems, involving the asymmetry of supply and demand, inadequate business development, Insufficient participation of the social public, and so on. The reason is mainly the inaccurate positioning of government duties and responsibilities, the lack of power for enterprises, social organizations and citizens. To further improve the current situation, we need establish the government-led community service system. Enterprises participate in the community service system. Social organizations and communities improve their ability. The government improve the evaluation system and information construction to degrees.Reference literature are more about eastern region, while the research on the southwest regions is little. After the description of current situation about community service in kunming, the author finds out the problems and reasons and puts forward some relevant suggestions from the perspective of the administrative subject, which is conducive to community service for elderly in southwest and has very important theoretical and practical significance on easing the aging status quo and improving the quality of the elderly life.
