| The aging of population refers to the trend of the reduced population of the young and the increased population of the old in a country or region due to the reduction of the neonate and the increased life expectancy.The problem of aging population has been always an important social problem in western society,and even called “social crisis”by some western scholars.At the early stage of the founding of our new country,the aging of population was not serious.However,since the Reform and Opening-up,Chinese economy and society had received a considerable progress,people’s material and cultural life level had been effectively improved,and the average life expectancy of the Chinese people had maintained a relatively high level for a long time.Therefore,the trend of population aging had gradually appeared.Additionally,China had implemented strict family planning policy since the Reform and Opening-up which resulted in the low rate of newborn baby.Due to this environment,the problem of population aging had been aggravated.According to the Ministry of Civil Affairs of China,there are 212 million people over 60 s in China by 2014,accounting for 15.5% of total population.It is predicted that the total number of elderly people in China will rise from 200 million to 250 million by 2020,and the proportion will increase from about 15 percent to 17.17 percent from the year 2015 to 2020.By 2030,China’s elderly population will reach 371 million,or 25.3 percent of the total population.By 2050,China’s elderly population will reach 483 million,accounting for 34.1 percent of the total population.At that time,there will be one elderly people in every three Chinese people,which will significantly beyond the boundaries of aging which only requires 10%.The aging population will also exceed total population of the United States.Although the aging of the population reflects the improvement of the social economy and living standard,on the other hand,the problem of aging will lead to a serious drag on the government’s financial burden,hindering the further development of the society.Nowadays,western countries have established a relatively perfect old-age security system.Compared with the developed countries,Chinese pension system is relied more on family pension,and partially relied on social security system,the whole society has not formed the perfect welfare system for the elderly.At present,the actual function of family endowment is weakening,there are widespread elderly peoplelivingalone,left-behind elderly,empty nest elderly etc.exists,especially in rural areas.As a result,the establishment of a common social pension system is imminent.From the perspective of public management,this paper uses Maslow’s hierarchy of needs,theory of social care,welfare pluralism theory as the theoretical basis,using literature research and case study as research methods.Overall situation of China community endowment service are described,using the examples of Dragon Boat Community in Jinjiang District of Chengdu City,providing a scientific solution to solve the growing pension problems for government through describing and analyzing the typical case,and also through researching the main participating body,the mechanism of government supply and the construction of hardware and software. |
