As an important strategic resource in china, mineral resources have closed relationship with china’s social economic development and the quality of people’s life. But for a long time, lacking of giving attentions to ecological protection during the process of exploitation of mineral resources, the ecological environment is getting deteriorated which caused it is quite difficult to form a state of sustainable development, especially in ethnic autonomous areas where" extensive development model" is the basic model of exploiting mineral resources. This way of exploiting has largely destroyed the natural ecology and caused many social problems. Ecological deterioration will not only lead to ecological crisis, but also will cause the difficulty of cultural inheritance or even cause the perish of a nation. In other words, whether the system of ecological compensation in ethnic autonomous areas is well formed or not, it is directly determine the cultural rights and subsistence rights of those ethnic groups. Thus, the government should take necessary measures on ecological compensation when they decided to exploit mineral resources in those ethnic autonomous areas, which may balanced the damage owing to the exploitation of mineral resources. How to perfect related ecological compensation mechanism during the process of exploitation mineral resources is not only can solve the problem between mineral resources development and ecological protection, but also the key point of protecting those ethnic group’s cultural rights, we should get to know the meaning of ecological compensation of exploitation of mineral resources on ethnic autonomous areas from a broader sense. The definition at least covers two main points:ecological compensation and cultural compensation. Among which the exploitation of mineral resources and ecological environment compensation is the key point that need to be solved in a reasonable way. At the same time, the detrimental impact on minority cultural heritage. Above all, in the process of solving above mentioned problems, other less important problems should also be solved immediately.This dissertation take the ecological compensation for mineral resources development of ethnic autonomous areas as the breakthrough point, illustrated the influence of the development of mineral resources on cultural heritage of hose ethnic groups. By drawing on the legislative experience of other nation and regions, by discovering the current state and shortcomings of china’s ethnic autonomous area’s mineral resources development, the author put forward the corresponding measures on how to perfect the system of ecological compensation for mineral resources development of ethnic autonomous areas. Hoping to construct a perfect ecological compensation mechanism, to achieve the goal of maintenance of economic development and ecological balance to protect the ecology of ethnic autonomous areas and the cultural rights of ethnic groups.
