Civil Servant Personnel Disputes Arbitration Legislation

Since the nineties of last century,the reform of the civil service system in our country,has achived remarkable results.However,rights remedy of civil servants in our country is insufficient.Especially the civil service personnel disputes arbitration system.There are many places need to improve.In this paper,the writer has based on the point of legislation,put forward how to improve the civil service disputes arbitration. firstly,the writer starts with the definition of the civil service diputes arbitration,focus on the problems of legislation.Especially,the writer puts forward five points,for example,narrow scope of accepting,the arbitration institution independence and professional issues,the burden of proof,the obligation is not scientific,the arbitration procedure is not complete.judicial remedy is not clear.At last,the writer puts forward the Countermeasures to solve the problems of the above five aspects.
