On Mechanism Construction For Interest Expression Of Social Disadvantaged Groups On The Platform Of People’s Congress

Social disadvantaged groups refer to those marginalized social members at the bottomof society who share the characteristics of “economic poverty” and “entitlement poverty”.A major reason why they stay for a long time at the disadvantaged position is that theyhave no equal and effective access to an unimpeded channel for interest expression andlack discourse power. The nature and constitutional status of China’s People’s Congressdetermines its great mission and responsibility with regard to the interest expression ofsocial disadvantaged groups. Therefore, we must change the current weak authority androle of the People’s Congress and turn it into an institution that genuinely represents thewill of people. An effective mechanism for interest expression of social disadvantagedgroup must be built on the platform of People’s Congress based on cultivation of interestgroups for them. Improvement of electoral system is needed to strengthen therepresentativeness of social disadvantaged groups and in order to expand their participationin legislation, we must perfect the hearing and lobbying system. Furthermore, the People’sCongress should strengthen its contact with social disadvantaged groups.
