Russia has experienced the choice of the pro-western foreign policy to the adjustment of "double-headed eagle" policy and to the flexible and practical foreign policy in present after Russia became an independent country. For Russia, Azerbaijan is key country for Russia to realize the national strategy, the maintenance national security, it is of great significance for Russia to formulate reasonable and effective foreign policy to Azerbaijan. Russia’s policy towards Azerbaijan is based on Russia’s foreign strategy and policy, Azerbaijan geopolitical and economic value, and the domestic factors, and the world political and economic influence on the basis of the formation.In this paper, through the analysis of several stages in the evolution of the Russia’s policy to Azerbaijan after the Cold War, which clearly manifests the development course of Russia’s policy towards Azerbaijan; Through the analysis of Russia’s policy towards Azerbaijan, it can be known that the process of Russia’s policy’s development and practice to Azerbaijan; Through the discussion of the internal and external factors of restricting Russia’s policy in Azerbaijan, it can be further clarified that the cause and effect, and dilemma of Russia’s policy in Azerbaijan; Through the analysis of Russian policy to Azerbaijan, it can be illustrated the Russian policy shift towards Azerbaijan is influenced by the following three factors:Russia’s political, economic strength and the change of its domestic politics; Azerbaijan domestic development and Azerbaijan perceptions towards Russia; and the game playing of the United States and other big countries. Finally, it predicates Russia’s policy to Azerbaijan and the direction of the trend in the future, which is based on the analysis of evolution content and restraining factors of Russia’s policy to Azerbaijan.
