After the cold war,the fundamental change has taken place in international political relation and power structure,Russia has mounted the political platform of the world,U.S.A.has become the only superpower in the world,so it is very important to the policies between U.S.A.and the former Soviet Union.Relations between U.S.A. and Russia are one of the important big countries relation in the world,relations between the two countries no matter quality,Zhang Chi concerns the stability of the world,therefore receive much concern.The change of the relation changes the relation with the Russian policy of U.S.A.and the corresponding to the policy of Russian government greatly between two countries.After the Cold War,the U.S.policy toward Russia is reflected in more prevention and containment.On a global level,the U.S.on Russia's development and rejuvenation is holding firm to prevent heart;at the district level,the U.S.continues to contain and weaken the Russian influence in neighboring.Moreover,the great differences of strength and strategic objectives make it difficult to establish the corresponding bilateral relations coordination mechanism,So it is impossible within the short-term to establish a genuine strategic partnership between U.S.and Russia.The paper mainly analysis the evolution,reason and impact of U.S.policies from president Clinton to H·W·Bush.From the angle of politics,economic and military it analyzes the policies of President G·H·W·Bush government;then analyzes the policies of President Clinton government and the policies of President H·W·Bush government accord to the most national power,domestic internal affairs factors and cognition in the world.Finally impact of U.S.policies toward Russia government,key analysis impact on China.
