Since1999China had entered the aging time, the trend is becoming more and moreserious, the deadline to2011,people aged more than60years had reached17.8billionpeople,2015will increase to221billion people. Effects of empase on insurance butnot service, family structure miniaturization, population mobility and other factors,makes the current old-age service system in China cannot meet the needs of elderlyendowment, and the system of pension can not be sustainable. This paper try to examinethe evolution and present situation of old-age service system theory development ofsocial policies, and to the pension service system development. This paper from thesystem construction concepts, system openness, function development, mechanism ofthe market four aspects of old-age service system evolution and the present situation ofthe examination.
